Description

The purpose of this position is to ensure compliance with Municipal Separate Storm Sewer System (MS4) permit requirements, stormwater regulations, applicable design standards, and perform technical review of development, construction, and redevelopment plans. Evaluates stormwater management systems and best management practices (BMPs), provides technical guidance to stakeholders, and supports the protection of water quality, flood prevention, and sustainable stormwater management throughout the County. Will work under general supervision according to some procedures but the employee will decide how or when to complete tasks.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Reviews development, construction, and redevelopment plans for compliance with MS4 permit requirements, stormwater ordinances, and engineering standards.
  • Evaluates stormwater management systems and BMPs, including detention facilities, infiltration systems, erosion and sediment controls, and water quality treatment measures.
  • Coordinates with engineers, developers, contractors, consultants, and regulatory agencies to resolve deficiencies and facilitate plan approvals.
  • Prepares review comments, technical reports, approvals, and recommendations for plan revisions.
  • Maintains accurate records of plan reviews, approvals, permits, and related documentation using databases, GIS platforms, and tracking systems.
  • Collaborates with Stormwater Manager and field inspection staff to ensure approved designs are practical, enforceable, and effectively implemented.
  • Interprets and applies MS4 and local stormwater regulations, permit requirements, policies, and technical standards.
  • Assists with stakeholder education and provides technical assistance regarding stormwater management requirements and compliance expectations.  
  • Monitors regulatory updates, industry trends, and best management practices to ensure consistent application of current standards.
  • Performs related work as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Requires Associate’s degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education.
  • Over one year and up to and including two years of related experience.

SPECIAL CERTIFICATIONS AND LICENSES:

  • Must possess and maintain a valid state driver’s license with an acceptable driving history preferred.
