SLDS Analytics, Statistical Reporting, and RStudio Support
Engagement Type: Consulting/Contract
Anticipated Project Term: August 1, 2026 through June 30, 2027
Location: Remote on Mountain Time M-F with standard working hours between 8-5pm MDT.
Prefers candidate that are in Colorado.
Candidates will be required to provide three recent client project references from previous project work.
Position Overview
Estrada Consulting, Inc. is seeking a highly experienced Senior R / RStudio Statistical Consultant to support a State Longitudinal Data System, or SLDS, containing education, workforce, and cross-agency data.
The consultant will help evaluate and optimize complex analytics database schemas, perform advanced statistical analyses, develop production-ready R reporting assets, and support state analysts using RStudio and Posit environments. The ideal candidate will combine strong statistical and R programming expertise with experience in longitudinal data, database performance, data quality, and reproducible reporting.
This position requires someone who can work effectively across backend database structures, statistical analysis, reporting development, and end-user technical support.
Key Responsibilities
Statistical Analysis and Reporting Development
  • Perform advanced statistical analyses commonly used in education, workforce, public-policy, and social-science research.
  • Analyze longitudinal trends and relationships across K-12, higher education, workforce, and other state-agency datasets.
  • Develop program-evaluation frameworks, automated compliance datasets, structured analytical subsets, and aggregate reporting tables.
  • Translate complex research questions into clean, repeatable, and production-ready R scripts.
  • Develop analytical datasets and presentation-layer tables that support dashboards and other reporting tools.
  • Maintain strong automated testing practices, with delivered R code designed to achieve at least 90% test coverage.
  • Ensure reports, templates, dashboards, and analytical outputs meet applicable WCAG 2.1 Level AA accessibility requirements.
RStudio and Posit Development
  • Develop custom R scripts, reusable helper functions, and internal R packages.
  • Create and maintain standardized Quarto and R Markdown reporting templates.
  • Support RStudio Workbench, RStudio Desktop, and Posit-based environments.
  • Develop secure connection scripts and utilities that allow analysts to access and query approved database presentation layers.
  • Design or enhance R-based applications that provide secure access to analytical data.
  • Establish coding standards and documentation for repeatable statistical analysis and reporting.
  • Troubleshoot complex R queries, package dependencies, application deployments, database connections, and analyst-development issues.
Database Schema and Data-Quality Testing
  • Evaluate the performance, stability, and data integrity of analytics schemas under large reporting and concurrent-user workloads.
  • Conduct stress, load, performance, edge-case, and boundary testing.
  • Test the linkage of unique identifiers across disconnected or independently managed datasets.
  • Identify and evaluate data issues such as:
    • Duplicate records
    • Identity collisions
    • Split or incomplete longitudinal histories
    • Missing links
    • Unexpected null values
    • Invalid or impossible dates
    • Conflicting agency records
    • Corrupted input data
  • Validate database views, constraints, stored procedures, transformation logic, and embedded business rules.
  • Confirm that complex scenarios—such as transfers, multiple enrollments, or records appearing in several systems—are handled without double-counting or misclassification.
  • Establish baseline performance benchmarks and recommend schema, query, or stored-procedure improvements.
  • Document testing results, vulnerabilities, tuning changes, and data-quality findings in a formal audit and testing log.
Analyst Support and Knowledge Transfer
  • Provide technical guidance and troubleshooting support to internal data analysts.
  • Conduct targeted training sessions, developer office hours, and knowledge-transfer meetings.
  • Assist analysts with complex R queries, memory management, database caching, package development, and reproducible reporting.
  • Document security and operational guardrails for R applications, database access, caching, and application memory management.
  • Maintain a weekly analyst-support log identifying issues, resolutions, and outstanding technical items.
  • Participate in weekly status meetings and provide clear progress, schedule, and deliverable updates.
Required Qualifications
  • Advanced hands-on expertise with R programming and statistical analysis.
  • Demonstrated experience using RStudio Workbench, RStudio Desktop, or Posit products.
  • Experience developing custom R scripts, reusable functions, and internal R packages.
  • Strong experience creating reports and analytical products using Quarto and/or R Markdown.
  • Experience conducting statistical analyses on large, complex, longitudinal, or cross-agency datasets.
  • Strong understanding of reproducible research, statistical validation, data preparation, and analytical-quality controls.
  • Experience working with relational databases, SQL, analytical schemas, views, constraints, stored procedures, and presentation-layer data structures.
  • Experience identifying duplicate records, broken linkages, incomplete histories, conflicting data, and other data-integrity issues.
  • Experience with database or query performance testing, load testing, benchmarking, and optimization.
  • Experience developing automated tests for R code and maintaining stable, repeatable analytical processes.
  • Ability to explain technical and statistical concepts to analysts, program staff, and nontechnical stakeholders.
  • Strong written documentation, communication, troubleshooting, and knowledge-transfer skills.
  • Availability to begin services on or about August 1, 2026 and support the project through June 30, 2027.
Highly Preferred Qualifications
  • Experience with a public-sector State Longitudinal Data System, education data system, workforce data system, or similar longitudinal-data environment.
  • Experience integrating or analyzing K-12, higher education, workforce, or social-program data.
  • Experience working with datasets originating from multiple state agencies or independently managed source systems.
  • Knowledge of student identity matching, longitudinal record linkage, entity resolution, or master-data concepts.
  • Experience supporting public-sector program evaluation, policy research, or social-science analysis.
  • Familiarity with secure analytical environments, data governance, privacy controls, caching, and application memory management.
  • Experience developing accessible analytical reports or dashboards that comply with WCAG 2.1 Level AA.
  • Experience with Git or other source-control and collaborative code-management tools.
  • Bachelor’s or advanced degree in Statistics, Data Science, Economics, Education Research, Social Science, Computer Science, Mathematics, or a related field.
Desired Consultant Profile
The strongest candidate will be a senior R developer and statistician who can move comfortably between statistical research, SQL-based data structures, R package development, data-quality testing, and analyst support. This is not solely a reporting or data-science role; the consultant must also understand how data is structured, linked, tested, secured, and optimized within a production analytical environment.

Education: Master’s degree in Statistics, Applied Statistics, Biostatistics, Data Science, Econometrics, Quantitative Social Science, Educational Research, Computer Science, or a closely related quantitative discipline is preferred. A bachelor’s degree combined with extensive directly relevant R, statistical modeling, and longitudinal-data experience may be accepted.
