Grants Life Cycle Specialist Job Description

Position Summary
The Grants Life Cycle Specialist provides comprehensive administrative, analytical, and operational support
throughout the full federal grants lifecycle for the U.S. Federal Government.
The position supports pre-award, award, post-award, financial and data analysis, grant
modification, documentation, correspondence, and transparency activities associated with federal grant
programs.

The Grants Life Cycle Specialist works within established Department of Labor procedures and standard
operating procedures to ensure grant documentation is complete, accurate, timely, properly recorded, and
appropriately processed. The position requires strong attention to detail, organizational skills, written and verbal
communication skills, and the ability to manage multiple grant-related actions simultaneously.

Key Responsibilities

Grants Lifecycle Support
● Support activities throughout all stages of the federal grants lifecycle, including pre-award, award,
post-award, modification, reporting, and closeout-related activities.
● Handle, process, facilitate, create, modify, publish, and disseminate grant-related documentation in
accordance with Department of Labor procedures and applicable standard operating procedures.
● Maintain accurate grant records, supporting documentation, correspondence, and related program
information.
● Coordinate with Department of Labor personnel, grant applicants, recipients, reviewers, and other
stakeholders as required to facilitate grant actions.

Pre-Award Support
● Prescreen grant applications for completeness and responsiveness to applicable requirements.
● Support the scheduling and coordination of grant review panels.
● Assist with reviewer presentations, panel deliberations, and associated administrative activities.
● Prepare and maintain grant review panel workbooks and supporting documentation.
● Review grant-related information contained within GrantSolutions.
● Enter information from hard-copy or other grant application materials into GrantSolutions or other
designated Government systems.
● Assist with the preparation of applicant correspondence, including notifications associated with
non-responsive applications, late submissions, unsuccessful applications, and evaluative feedback.

Financial and Data Analysis
● Perform grant-related financial and data analysis and validation.
● Review grant information for completeness, consistency, and accuracy.
● Support panel normalization and related grant evaluation activities.
● Prepare ad hoc reports and data requests.
● Support Employment and Training Administration reporting requirements.
● Identify data discrepancies and coordinate corrective action when required.

Award Processing
● Review grant applications and applicant revisions in support of award processing.
● Communicate with applicants as necessary to obtain or clarify information required for award.
● Assist with the establishment of recipient and grant identification numbers.
● Create and upload base grant award packages.
● Assemble award documentation and submit packages through the appropriate review and approval
process.
● Track award actions to support timely completion.
Transparency and Documentation
● Format and prepare grant documentation for required public disclosure and transparency activities.
● Review and redact Personally Identifiable Information from applicant abstracts and project narratives.
● Complete applicable transparency documentation within five business days following award
announcements, as required by the Performance Work Statement.
● Ensure documentation is appropriately maintained, formatted, and prepared for Government use or
publication.

Post-Award Grant Administration
● Review and analyze recipient budgets, Statements of Work, and requests for grant actions.
● Identify questionable, incomplete, inconsistent, or potentially problematic elements in submitted grant
documentation.
● Coordinate clarification and correction of grant documentation as appropriate.
● Prepare grant modifications and associated supporting documentation.
● Complete assigned modification actions within five business days of the task assignment when required.
● Perform assigned post-award activities with limited Government guidance once established procedures
have been learned.
● Maintain appropriate supporting records for grant actions and modifications.
Administrative and Program Support
● Prepare correspondence, reports, spreadsheets, documentation, and briefing materials associated with
grant administration.
● Organize and maintain electronic grant records.
● Support data calls, reporting requirements, and special projects.
● Communicate professionally with Government staff, applicants, recipients, reviewers, and other
stakeholders.
● Follow Department of Labor policies, procedures, security requirements, and records-management
practices.
● Safeguard grant information, Personally Identifiable Information, and other sensitive Government
information encountered during performance.

Minimum Qualifications
Clearance
● Must pass a background check investigation by the DOL Security Office

Education
● Bachelor's degree from an accredited college or university; or
● Relevant experience that satisfies the Government's stated qualification requirements.

Experience

Candidates should, however, possess sufficient relevant professional experience to independently perform
grant-processing, administrative, analytical, financial/data-review, and documentation responsibilities after
appropriate onboarding and procedural training.
Technical Skills
The candidate must demonstrate proficiency with common business productivity applications and tools,
including: Microsoft Word; Microsoft Excel; Adobe Acrobat; and Similar office productivity and
document-management applications.
Experience with GrantSolutions or comparable federal grants-management systems is highly desirable due to the
responsibilities of the position.

Communication Skills
The candidate must demonstrate: Strong written and verbal communication skills; Ability to communicate
professionally with Government personnel and external stakeholders; Ability to prepare accurate
correspondence and documentation; and Ability to interpret and follow established Government procedures
and standard operating procedures.

Security / Clearance Requirements
Personnel will be required to obtain and maintain whatever Government system, facility, network, credentialing,
suitability, badging, or access approvals the Department of Labor requires for the work assigned to them.
Personnel must comply with applicable Department of Labor security regulations, policies, procedures, and
access-control requirements.

Work Environment
The Grants Life Cycle Specialist will support Department of Labor and Employment and Training
Administration operations at physical or virtual locations designated by the Government. When working at
Government facilities, Government-furnished laptops, accessories, network connectivity, and workspace may be
provided in accordance with the Performance Work Statement. When work is performed from Contractor
facilities, the Contractor is responsible for providing the necessary workspace and associated office resources.
