JOB PURPOSE
The Director – Partnerships & Resource Development provides strategic leadership for resource mobilization, donor engagement, grant acquisition, and partnership development for World Vision in the Solomon Islands. The position leads efforts to diversify and grow funding from institutional donors, multilateral agencies, bilateral development partners, UN agencies, foundations, private sector partners, churches, diaspora networks, and domestic fundraising sources.
The Director develops and implements a sustainable resource development strategy aligned with national priorities, Pacific regional development agendas, and World Vision’s Our Promise 2030 strategy. The role strengthens relationships with key government ministries, development partners, regional organizations, private sector actors, and community stakeholders while ensuring high-quality grant acquisition, compliance, accountability, and stewardship of resources. The Director champions World Vision’s visibility and influence across the Pacific context, positioning the organization as a trusted partner in child well-being, resilience, climate adaptation, education, health, gender equality, and humanitarian response.
The Director develops and implements a sustainable resource development strategy aligned with Solomon Islands national priorities, World Vision's Our Promise 2030 Strategy, and emerging donor commitments to localization, partnership equity, and community resilience. The role strengthens strategic relationships across government, civil society, churches, academia, private sector, and development partners while positioning World Vision Solomon Islands as a trusted convener and partner for locally led development initiatives.
KEY RESPONSIBILITIES
Strategic Leadership and Organizational Development
- Lead the strategic leadership agenda for World Vision Solomon Islands, providing expert advice and recommendations on organisational strategy, structure, workforce planning, partnerships, localisation, and cross-functional collaboration to achieve National Office objectives.
- Oversee the development, alignment, and execution of integrated resource development, partnership, localisation, and organisational growth plans, ensuring alignment with national priorities, World Vision strategy, and donor trends.
- Foster strong collaboration among Partnerships & Resource Development, Operations, Evidence & Learning, Finance, People & Culture, Communications, and Technical teams to strengthen organisational effectiveness, innovation, and impact.
- Lead the National Office Localisation Strategy and ensure resource mobilisation, programme design, and partnership approaches support locally led development, community ownership, and sustainable impact.
- Promote equitable and transformative partnerships that strengthen the leadership, visibility, sustainability, and influence of local NGOs, faith-based organisations, community-based organisations, government institutions, and community structures.
- Advise the Senior Leadership Team on opportunities to decentralise decision-making, programme ownership, resource access, and capacity strengthening closer to communities and local partners.
- Ensure grant acquisition and programme development approaches incorporate meaningful local partner participation throughout design, implementation, monitoring, evaluation, learning, and accountability processes.
- Strengthen World Vision Solomon Islands' role as a trusted convener and catalyst for collective impact by fostering multi-stakeholder partnerships involving government ministries, churches, civil society organisations, women and youth networks, traditional leaders, academia, development partners, and the private sector.
- Identify and mitigate strategic risks related to funding sustainability, compliance, organisational reputation, localisation commitments, partnership effectiveness, and operational performance.
- Guide leadership and organisational capacity development through mentoring, coaching, succession planning, and strengthening decision-making frameworks across the National Office.
- Monitor national, regional, and global trends in funding, development cooperation, localisation, and private sector engagement, advising the Senior Leadership Team on emerging opportunities, strategic partnerships, and organisational positioning.
Resource Acquisition and Award Management
- Lead the Partnerships & Resource Development unit in identifying, prioritizing, and pre-positioning funding opportunities aligned with the World Vision Solomon Islands Strategy and National Office priorities.
- Oversee opportunity assessment, capture planning, Go/No-Go decisions, concept development, proposal design, budgeting, and submission of high-quality proposals.
- Manage the grant acquisition pipeline and funding portfolio, ensuring compliance with donor requirements and organizational standards.
- Facilitate strategic partnerships and consortium development with government ministries, UN agencies, NGOs, academic institutions, churches, and private sector organizations.
- Coordinate cross-functional proposal development and review processes.
- Monitor the external funding landscape and identify emerging opportunities to diversify funding sources.
Partnerships, Localisation and Resource Development
- Lead the Partnerships & Resource Development function in identifying, prioritizing, positioning, and securing funding opportunities aligned with World Vision Solomon Islands' National Strategy, government development priorities, and locally led development commitments.
- Develop and sustain strategic partnerships with local NGOs, faith-based organizations, churches, community-based organizations, women's associations, youth networks, academic institutions, traditional leadership structures, government ministries, development partners, and private sector stakeholders to advance child well-being and community resilience.
- Lead the development and implementation of the National Office Localization Roadmap, strengthening local leadership, decision-making, capacity, and participation across program design, resource mobilization, implementation, monitoring, and learning.
- Facilitate partner capacity assessments and institutional strengthening initiatives that improve the effectiveness, sustainability, and funding readiness of local partners and promote equitable partnership practices.
- Oversee opportunity assessments, capture planning, Go/No-Go decisions, concept development, proposal design, budgeting, quality assurance, and timely submission of high-quality funding proposals.
- Build and manage a strong grant acquisition pipeline and funding portfolio, ensuring compliance with donor requirements, World Vision standards, and partnership commitments.
- Promote partnership models based on mutual accountability, shared learning, transparency, capacity sharing, and equitable allocation of resources, ensuring local partners are meaningfully engaged and visible throughout the program cycle.
- Facilitate strategic consortium development and collaborative funding approaches that position local organizations, churches, and community institutions as valued and active partners in program delivery and leadership.
- Coordinate cross-functional proposal development processes involving Operations, Finance, Evidence & Learning, Technical Specialists, Communications, and external partners to ensure quality and competitiveness
- Monitor the national, regional, and global funding landscape, identifying emerging donor priorities, localization opportunities, and innovative financing mechanisms to diversify funding sources and strengthen organizational sustainability.
- Build strategic relationships with government ministries and national institutions to support national ownership, alignment with government priorities, and sustainable development outcomes.
- Represent World Vision Solomon Islands in partnership, localization, donor, and national coordination forums, advocating for locally led development and strengthening the organisation's visibility and influence.
- Strengthen donor confidence in World Vision Solomon Islands' ability to work through and alongside local actors by demonstrating effective partnership approaches, local capacity strengthening, accountability, and sustainable impact.
Team Management & Capacity Building:
- Provide day-to-day leadership and management to the Partnerships & Resource Development (P&RD) department staff, ensuring clear performance expectations, goal-setting, and accountability.
- Conduct regular coaching, mentoring, and performance feedback sessions to develop staff capabilities and enhance professional growth.
- Align staffing levels and skill sets with the needs of the grant portfolio, ensuring sufficient capacity for opportunity identification, proposal development, bid management, and donor engagement.
- Foster a high-performance culture characterized by collaboration, integrity, accountability, and adherence to WV Core Values.
- Identify and implement learning and development initiatives to enhance team capabilities, knowledge management, and institutional memory.
- Support succession planning and develop leadership capacity within the team for future growth and sustainability of the P&RD function.
Management of Accountability and Compliance:
- Ensure timely, accurate, and high-quality donor reporting in line with WV policies, donor requirements, and grant agreements.
- Coordinate with Operations, Strategy & Evidence, People & Culture (P&C), and Finance teams to guarantee compliance with internal processes and donor standards.
- Implement robust systems for monitoring project implementation, milestones, and deliverables across field operations.
- Conduct regular site visits, audits, and evaluations to verify program performance and donor compliance.
- Identify risks related to grant management, compliance, and program implementation and develop mitigation strategies in collaboration with relevant stakeholders.
- Maintain clear and accessible documentation of grant activities, reports, and compliance checks to support accountability and learning.

KNOWLEDGE, SKILL AND EXPERIENCE
- At least 10 years’ working experience in INGOs, NGOs, Bilateral donors etc
- Minimum of 10 years’ demonstrable, hands-on experience in grant acquisition, including experience developing and managing capture plans and applications/bids managing capture plans; managing bids for opportunities targeting major bilateral and multilateral institutional donors.
- Master’s Degree in International Development, International Relations, Rural Development, Social Science or any related field.
- Excellent command of English (written and verbal) is required.
- Proficiency in Pijin, Bislama or French is an added advantage for stakeholder engagement and field-level collaboration.
Required travel and/or work environment accommodations
- The position is based in Honiara, Solomon Islands.
- Requires frequent travel to provincial project locations across Solomon Islands.
- Occasional regional and international travel may be required for donor engagement, partnership development, conferences, learning events, and World Vision forums.
- Must be able to work effectively in both office and field environments, including remote and vulnerable communities.
- Occasional extended or irregular work hours may be required to meet proposal deadlines and coordinate with international stakeholders across different time zones
Preferred Experience, Knowledge and/or other Qualifications
- Demonstrated experience in localisation, locally led development, partnership brokering, and strengthening the institutional capacity and sustainability of local organisations.
- Strong understanding of the Solomon Islands development context, including civil society, church networks, customary leadership structures, community governance systems, and national development priorities.
- Proven experience building equitable partnerships with national NGOs, community-based organisations, faith-based institutions, government agencies, and other local stakeholders.
- Strong understanding of global localisation commitments, locally led development approaches, and evolving donor expectations regarding local leadership, ownership, participation, and sustainability.
- Experienced networker with strong donor engagement, negotiation, partnership development, and stakeholder management skills, with the ability to build and sustain strategic relationships at national, regional, and international levels.
- Comprehensive knowledge of the donor landscape and emerging trends within the development, humanitarian, climate resilience, and localisation sectors.
- Experience leading, coaching, and developing high-performing teams in cross-cultural environments and successfully driving organisational change and transformation at leadership level.
- Strong interpersonal, influencing, facilitation, and relationship-management skills with a demonstrated ability to work collaboratively across diverse teams and stakeholder groups.

- Demonstrated ability to prepare and review high-quality programme designs, concept notes, proposals, consultancy terms of reference, tender submissions, donor reports, and partnership agreements.
- Experience working with government and institutional partners through international NGOs, consulting organisations, government agencies, development programmes, or multilateral institutions.
- Strong understanding of World Vision's partnership model, resource development processes, and Support Office engagement mechanisms. Previous experience collaborating with World Vision Support Offices is highly desirable.
- Experience establishing and managing public-private partnerships, including engagement with corporations, business networks, and private-sector actors to advance development outcomes.
- Demonstrated success in securing funding from institutional donors, foundations, corporations, and other private-sector funding sources.
- Professional certification in proposal development, grant acquisition, business development, or donor engagement is desirable. For World Vision staff, Proposal Pro Certification is highly desirable, while G2G certification is an added advantage.
- Strong analytical and research skills, with the ability to assess donor trends, funding priorities, localisation opportunities, and emerging development issues to inform organisational strategy and resource mobilisation efforts.
- Excellent written and verbal communication skills in English, with the ability to develop compelling donor communications, partnership strategies, marketing messages, executive reports, and high-quality business development materials.
