Job Description
- Serves as a business management and project management resource within the Office of Public Health’s (OPH), Office of Assistant Secretary supporting the Center for Finance and Administration (CFA).
- Provides high-level strategic support to the Deputy Assistant Secretary for Finance and Administration.
- Serves as the primary or associate contract monitor, as designated, for special, high-priority, or executive-level contracts on behalf of the Deputy Assistant Secretary for Finance and Administration.
- Researches and analyzes complex operational, financial, administrative, and organizational issues; develops recommendations and decision materials; coordinates center-wide priorities and executive initiatives; monitors follow-up on key actions; and serves as a central point of coordination to ensure alignment and execution across teams.
- Leads the development, implementation, revisions, and monitoring of CFA business plans, project work plans, operational plans, and performance measures.
- Identifies emerging operational issues and independently researches potential solutions, evaluates alternatives, and presents recommendations to leadership for consideration.
- Conducts business process reviews and operational assessments and develops recommendations to improve workflows, eliminate inefficiencies, and strengthen controls.
- Evaluates organizational outcomes, performance data, and operational information and recommends strategies, policies, procedures, and process improvements to enhance the effectiveness and efficiency of operations.
- Independently manages complex, cross-functional projects and business initiatives. Identifies potential barriers and develops recommendations for resolution or escalation to leadership.
- Works collaboratively with programs, regional offices, finance, budget, contracts, human resources, information technology, and other stakeholders to analyze business needs and coordinate implementation of CFA and OAS initiatives.
- Develops and maintains project and operational tracking mechanisms, dashboards, reports, and other management tools to monitor performance, identify trends, and give timely and actionable information.
- Reviews project deliverables, business requirements, recommendations, reports, and other work products from other staff/teams for accuracy, completeness, and quality before submission.
- Facilitates and leads meetings involving multiple program offices, bureaus, and stakeholders. Establishes agendas, documents decisions and action items, assigns responsibilities, and follows up to ensure timely completion of commitments.
- Develops executive-level briefings, status reports, decision documents, business cases, presentations, and other materials.
- Conducts post-implementation reviews and develops recommendations for sustaining improvements, addressing identified deficiencies, and strengthening future project and business management practices.
- Supports change management activities associated with implementation of new systems, policies, processes, organizational structures, and business practices, including stakeholder communication, implementation planning, and transition activities.
- Performs other duties and special assignments as required.
QUALIFICATIONS
REQUIRED:
- Bachelor’s Degree, or Associates degree with 3 years professional experience, or 6 years professional experience in lieu of degree.
- Minimum 4 years professional experience in project management, business management, operations, financial management, program administration, organizational improvement, or a related field.
- Minimum 3 years professional experience in government, military, public health, healthcare, or another highly regulated environment.
- Demonstrated experience independently managing complex projects or business initiatives involving multiple stakeholders, competing priorities, and established deadlines.
- Demonstrated ability to communicate effectively with staff and leadership at multiple organizational levels and work collaboratively across organizational units.
- Excellent analytical skills, effective organizational and time management skills.
- Ability to manage projects, assignments, and competing priorities.
- Proficient in the use of Microsoft Office, including but not limited to Outlook, Word, and Excel
- Excellent attention to detail, follow-through, and ability to independently manage multiple assignments and competing priorities.
DESIRED:
- Minimum 5 years professional experience in project management, business management, operations, financial management, program administration, organizational improvement, or a related field.
- Minimum 4 years professional experience in government, military, public health, healthcare, or another highly regulated environment.
- Minimum 2 years professional experience managing financial, budgetary, fiscal, or operational projects, analyzing business processes, identifying operational issues, and/or developing practical recommendations for improvement.
- Minimum 2 years professional experience developing or implementing policies, procedures, business processes, internal controls, or organizational improvement initiatives.
- CAPM, PMP, PgMP, PMI-ACP, PMI-RMP, PMI-SP, OPM3, Lean Six Sigma, or other relevant professional certification.
