About This Position

 

Under direct supervision, this position performs installation and maintenance activities for all Electric Utility communications, including relaying, measurement, monitoring and control equipment installation, and those associated with the operation of the Energy Control Center and the Electric Energy Delivery System.


 

Job Description:

Purpose: 

Under direct supervision, this position performs installation and maintenance activities for all Electric Utility communications, including relaying, measurement, monitoring and control equipment installation, and those associated with the operation of the Energy Control Center and the Electric Energy Delivery System.

Duties, Functions and Responsibilities: 

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Installs, enhances, troubleshoots, calibrates and repairs systems and/or equipment, including SCADA/AGC, Energy Management System, active map board, low power radio, multi-address radio, voice radio, and digital telephone peripheral equipment.

  • Installs and maintains substation electrical equipment, such as circuit breakers, transformers, OCBs, switches, motors, meters, relays, remote terminal units, analog/digital telemetry, relay communications systems, fault recording systems, and fault locating systems, etc.

  • Uses various electrician hand tools, such as snips, screwdrivers, pliers, wire cutters, etc.

  • Connects power cables to equipment, such as generators, alarm systems, lighting systems, etc.

  • Installs optical fiber, wire, conduit, coaxial cable, etc. Installs and maintain power transformers. Installs protective relays.

  • Installs electronic measuring (metering) systems.

  • Operates electronic testing equipment.

  • Maintains stock and parts inventories and documentation for all systems.

  • Responds to scheduled and unscheduled on-call duties

  • Answers customer questions and provide assistance as needed.

Knowledge, Skills, and Abilities: 

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Knowledge of utility communication, relaying and monitoring and control systems.

  • Knowledge of applicable processes, techniques, and methods.

  • Knowledge of Federal, State, and Local laws and ordinances.

  • Knowledge of Electric Utility policy and procedures.

  • Skill in oral and written communication.

  • Skill in using computers and related software applications.

  • Skill in data analysis and problem solving.

  • Skill in reviewing and interpreting of blueprints and schematics for relay applications.

  • Ability to work with frequent interruptions and changes in priorities.

  • Ability to quickly recognize and analyze irregular events.

Minimum Qualifications: 

  • Graduation with an Associate's degree from an accredited college or university with major course work in Engineering, Electronics, or in a field related to the job.

  • Experience may substitute for education up to two (2) years.

Licenses and Certifications Required: 

  • If position resides in Electric Substation Maintenance, it may require a CDL.

  • Valid Driver License.

Preferred Qualifications:

  • Experience with electronics and configuring electronic devices.

  • Experience assembling, repairing, modifying, and troubleshooting electronic equipment.

  • Experience with electronic communication protocols such as DNP3.0, Modbus, RS232, RS485, or TCP/IP.

  • Experience with configuration software such as AcSELerator series, ConfigWiz, or similar software.

  • Knowledge of schematics, blueprints, cable schedules, wiring diagrams, one-lines, and/or circuit diagrams.

  • Ability to travel to multiple job site locations during scheduled work hours or on call rotations.

The Power Control System Technician I (SCADA) position assists with configuration, testing, installation, maintenance, and repair activities on Austin Energy's real-time Supervisory Control and Data Acquisition (SCADA) systems and associated equipment for the Energy Management
System (EMS) and Advanced Distribution Management System (ADMS). We provide support for 24/7 real-time mission critical operations, and deal with system enhancements, upgrades, system issues, cyber security, and network infrastructure related to SCADA/EMS and ADMS systems.

Assessment:

Pay Range: Commensurate depending on qualifications and experience.
Location/Hours: 2500 Montopolis Drive, Austin, TX Monday – Friday 6:00 a.m. to 3:00 p.m.

Work hours may include after hours, holidays, and weekends.

Shifts may change according to departmental needs.

WORK SCHEDULE:

  • This position is designated as Essential Personnel with the City of Austin and may be required to work during emergencies, severe weather, or other operational needs, including when not regularly scheduled.

  • Work hours may include evenings, weekends, holidays, on-call assignments, call back, and additional hours outside the regular schedule.

  • Shifts may change based on departmental or business needs.

  • This position is eligible for on-call and call back pay, as applicable.

  • Employees are required to follow all applicable City policies, procedures, and work rules related to on-call and call back assignments.
