If selected, the candidate will be appropriately placed in either the Municipal Planner I, II, or III based on their qualifications.


The Municipal Planner-I performs entry level planning work by performing research, reviewing and evaluating site plans, interpret ordinances, providing legal descriptions of property, assisting in the analysis and proposal of plans, programs and projects, and provides technical support, information and guidance on planning issues.

The Municipal Planner-I is differentiated from Planner-II and Planner-III positions by the assignment of entry-level and less complex planning work.

The Municipal Planner-II performs a variety of professional level work involving technical research and analysis on planning issues and initiatives and reporting of social, economic and engineering data for use in current and long-range planning; and provides information and assistance on planning related matters to the public and other department staff.

A Planner-II is differentiated from a Planner-I by the assignment of professional level planning duties of moderate difficulty.

The Municipal Planner-III participates in and reviews complex planning projects which require considerable skill in research, analysis, and presentation of data, and performs very difficult and complex planning functions involving conservation and environmental protection and enhancement, the zoning ordinance, land divisions, right-of-way, native plant and planning stipulations in the Development Services Department.  The Municipal Planner-III may supervise other Planners or Administrative Staff depending on assignment.The Municipal Planner-I 

Education / higher education:   Bachelor's Degree

            For required college degrees, applicable field(s) of study:  Geography, Architecture, Civil Engineering, Landscape Architecture, Business or Public administration or Transportation, Urban or Regional Planning or Design or related field.

Minimum number of years of directly related experience:  In lieu of a degree incumbent must possess four years of relevant experience.

The Municipal Planner-II 
Education / higher education:   Bachelor's Degree
            For required college degrees, applicable field(s) of study:  Geography, Architecture, Civil Engineering, Landscape Architecture, Business or Public administration or Transportation, Urban or Regional Planning or Design or related field.
Minimum number of years of directly related experience:  Two years of municipal planning experience. In lieu of a degree incumbent must possess six years of relevant experience.

The Municipal Planner-III 

Education / higher education:   Bachelor's Degree

            For required college degrees, applicable field(s) of study:  Geography, Architecture, Civil Engineering, Landscape Architecture, Business or Public Administration or Transportation, Urban or Regional Planning or Design or related field.

Minimum number of years of directly related experience:  Four years’ experience in planning, two of which must have been in a local government setting.  In lieu of a degree incumbent must possess 8 years of relevant experience.

Education and/or experience preferences:  At least two years in a mid-level or higher position.  One year supervisory experience.  Master’s Degree in the above mentioned disciplines.

Knowledge:  Planning principles, practices and methods. Data gathering, geographical information systems, and research methods and techniques. Development issues and concerns, neighborhoods, development process, land use law, zoning and subdivision regulations, transportation planning, land use economics and zoning administration techniques. Urban design and site design principles and practices. The organization of local government and basic concepts of public administration.  Principles and techniques involved in the development and maintenance of a comprehensive general plan.  Intermediate knowledge of statistics and statistical analysis as applied to land use.

Skills:     Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position.  Use of technology, equipment and software typically used in the office environment.  Use of computer tools such as word processing, spreadsheet, GIS, modeling software and database management programs, and other comparable programs. Read, interpret and analyze more complex architectural plans.

Abilities:  Conduct research, compile data, analyze findings, identify key issues and prepare professional recommendations.  Establish and maintain effective working relationships with coworkers, officials, customer departments, contractors, regulatory agencies and the general public.  Communicate effectively both orally and in written communication to prepare and present reports to management, boards and committees, the general public, citizen groups and private industry representatives.  Collect, analyze and interpret data pertaining to planning and zoning projects.  Carry out complex oral and written instructions and prepare comprehensive and precise oral and written reports.  Prepare and interpret more complex maps and legal descriptions.  Work with mathematical concepts to analyze problems, interpret data and apply to practical situations found in the workplace. 

Interaction with Groups/Agencies/Entities:   Internal:  Works with department managers on land use and subdivision problems.  External:  Presents planning data and required reports to the Planning Commission and the Governing Body, as required.

The following functions are typical for this position.  The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position.  Other duties may be required and assigned.

The Municipal Planner-I 
  • Assist the public and other departments by researching information, contracts, ordinances and other resources to provide appropriate information. 
  • Review and evaluate site plans. 
  • Interpret ordinance information, maps, site plans and answer questions. 
  • Provide legal descriptions of property. Assign and change addresses.
  • Assist in the analysis and proposal of plans, programs and projects. Involves, but are not limited to: 
    • Gather and analyze data. 
    • Research land ownership, transportation plans, urban growth, ordinances and other data. 
    • Meet with architects, engineers, developers and planners about building projects and site plans. 
    • Develop supporting materials for presentations. 
    • Assist in identifying significant issues and prepare recommendations. 
    • Prepare maps, files, contracts and amendments, design guidelines, address assignments and various other planning documents. 
  • Represent the department and provide technical support, information and guidance on planning issues.
  •  Respond to requests for information on ordinances, codes, policies, plans and procedures. 
  • Provide interpretation of zoning and subdivision requirements, transportation planning documents, land development applications, land use documents and other planning documents. 
  • Prepare comprehensive documents on planning issues, data analysis, special reports and recommendations. 
  • Attend board and committee meetings and other meetings in support of the department.
The Municipal Planner-II
  • Serves as a project coordinator between developers and the City, ensuring that proposals are in compliance with ordinances; evaluates requests for rezoning, plan amendments, variances, and plats, providing recommendations and participating in meetings.
    • Works directly with architects, developers, contractors, attorneys, engineers and general public in bringing all aspects of subdivision’s approval to fruition.
    • Confers with and advises architects, builders, attorneys, contractors, engineers, and the general public regarding City development policies and standards. 
    • Compiles information and assists in the preparation of site plans for private development and civic buildings; reviews commercial, industrial and residential development plans for code compliance; processes permit applications. 
  • Participates in special projects involving the preparation of studies, compiling information related to public facilities, area plans, planning notices, current and advance planning.
    • Researches, analyzes and interprets social, economic, population and land use data and trends; prepares written reports on various planning matters and elements of the general plan. 
    • Compiles information, makes recommendations and prepares planning reports on special studies pertaining to land use and community development problems.
    • Researches and prepares reports and recommendations for a variety of Boards, Committees, and Councils; makes public presentations and recommendations on various aspects of the planning program. 
    • Researches, verifies, updates and drafts ordinances for review.
    • Designs and develops the City’s System, Area and Specific Area, and Master plans in accordance with local and state rules and regulations. 
    • Assists in implementing the City’s Comprehensive Plan.
  • Provides assistance to property owners, developers, staff and elected officials and represents the City by responding to inquiries; providing information and guidance; and attending and participating in meetings, conferences and committees.
  • Reports performance and monthly status of City subdivision activity to the Office of the City Manager and the Planning and Zoning Commission.
  • Researches, compiles and presents statistical, land use and demographic data for work sessions, public meetings and public hearings, to include maps, drawings and displays.
  • Performs systems analysis and develops complex projects that utilize the City's Geographical Information System (GIS); manages the GIS data system.
The Municipal Planner-III
  • Performs full-range professional planning work in the development of program objectives.
    • Develops comprehensive plans for specialized, complex, and/or high profile projects in assigned area of responsibility.
    • Reviews development plans and recommends specific solutions for project designs related to area of assignment.
    • Participates in a variety of staff and development review meetings to discuss projects with peers and staff.
    • Implements and reviews Comprehensive Plan elements; recommends changes, and supervises and/or coordinates the preparation of revisions to the plan.
    • Conducts special studies in areas such as census and area development.
    • Reviews proposed changes to zoning ordinances and subdivision regulations, and makes recommendations as needed; supervises the preparation of reports by Planners for presentation before Boards or Commissions.
    • Provides information and technical assistance regarding planning/zoning issues, codes/ordinances, design guidelines, development standards, permitted uses, compliance issues, project reviews, procedures, documentation or other issues: responds to questions/complaints, researches problems, and initiates problem resolution; assists applicants in bringing proposed projects into compliance; negotiates development standards with attorneys, engineers and architects regarding    policy, guidelines, and code requirements; responds to technical questions from Board members, elected officials, developers, the public, or others.
    • Interprets, researches and applies applicable state, county, and local codes, ordinances, regulations, standards, specifications, policies and procedures pertaining to planning, zoning, land development, and land use.
  • Assumes leadership role in the plan review of multiple cases involving planning and zoning ordinances, city codes and all types of design guidelines, planning stipulations, real estate, right-of-way, native plant and land divisions.
  • Ensures compliance with the Comprehensive Plan, zoning ordinance, environmental sustainability, management/restoration of the natural desert and other related ordinances through the quality compliance process.
  • Identifies ways that the City can be more effective in managing environmental issues
  • Makes presentations, represents the City, and serves as a technical resource on a variety of committees, task forces, public hearings, and/or other related groups.
