Quantum Sky is searching for a full-time AV/VTC Production Engineer to support the EEOC OCIO Enterprise Helpdesk. The Production Engineer is responsible for design, implementation, operation, maintenance, and support of AV/VTC systems. 

 

This role ensures reliable delivery of audio, video, and collaboration technologies in conference rooms, training facilities, executive briefing centers, and virtual and hybrid meeting environments, working with customers, IT teams, VIPs, and vendors to optimize performance and communication experiences. 

 

Responsibilities:

  • Design, implement, operate, maintain, and support audiovisual and video teleconferencing systems. 
  • Ensure reliable audio, video, and collaboration technology delivery for conference rooms, training facilities, executive briefing centers, and virtual/hybrid meeting environments. 
  • Configure and maintain AV equipment, including editing and post-production tools such as Adobe Premiere, Final Cut Pro, and Wondershare. 
  • Support video switchers, including Blackmagic knowledge, storyboarding, visual storytelling, and motion graphics integration. 
  • Operate cameras and support graphic design/animation activities required for production delivery. 
  • Configure and maintain audio mixers, digital signal processors, control systems, projection systems, and LED displays. 
  • Set up and manage Microsoft Teams, Zoom, Cisco Webex, and Poly RealPresence video conferencing platforms. 
  • Coordinate connections between multiple locations and monitor audio and video quality during meetings. 
  • Resolve connectivity and interoperability issues and train end users on conference room technology and collaboration tools. 
  • Operate and support live meetings, executive presentations, webinars, virtual events, town halls, training events, webcasts, and conferences. 
  • Manage live switching, audio mixing, and recording during live event production. 
  • Design and integrate AV/VTC solutions and develop signal-flow diagrams and equipment layouts. 
  • Configure networks supporting AV-over-IP technologies. 
  • Configure and maintain DSPs, control processors, cameras, microphones, displays, and switching equipment. 
  • Diagnose and troubleshoot audio quality, video transmission, network connectivity, codec performance, and AV hardware failures. 
  • Perform preventive maintenance, upgrades, and lifecycle replacement planning for AV equipment. 
  • Monitor system performance and recommend upgrades to improve reliability and user experience. 
  • Support the AV/VTC AQL requiring resolution of at least 90% of incoming AV/VTC service requests and onsite support tickets without escalation. 

Qualifications

Required:

  • Bachelor’s degree in information technology, Computer Science, Information Systems, or a related field. 
  • Production Engineer with ten (10) years of experience supporting an environment similar to EEOC’s. 
  • Experience supporting equipment identified in the PWS appendices. 
  • Experience working with dispersed field offices. 
  • Knowledge of editing and post-production, Adobe Premiere, Final Cut Pro, Wondershare, Blackmagic video switchers, storyboarding, visual storytelling, motion graphics integration, cameras, graphic design/animation, audio mixers, DSPs, control systems, projection systems, and LED displays. 
  • Experience with Microsoft Teams, Zoom, Cisco Webex, and Poly RealPresence. 
  • Ability to design and integrate AV/VTC solutions, create signal-flow diagrams/equipment layouts, configure AV-over-IP networks, and troubleshoot AV/VTC systems. 
  • Ability to train end users on conference room technology and collaboration tools. 
  • Acceptable command of the English language and ability to pass COR resume review. 

Clearance: 

  • Must currently possess or be able to favorably pass a full-field five-year employment background investigation prior to performing work under the contract. 
  • Must have at least a Background Investigation (BI). The PWS states the process normally requires a completed SF-85P, “Questionnaire for Public Trust Positions,” and references OPM suitability standards. 

Location:

  • Primary on-site work location is EEOC Headquarters, 131 M Street NE, Washington, DC 20507. Each Work Order will specify the work location. 
  • On-site work is generally performed between 7:00 a.m. and 7:00 p.m. Eastern Time, Monday through Friday, excluding legal holidays and Federal Government closures, unless otherwise requested by the COR. 
  • Limited travel may be required during the period of performance if approved by the COR. On-site and off-site support resources must be located within the United States. 
  • Ad hoc telework may be permitted as part of on-site services if approved by the COR; telework schedules require mutual agreement and formal incorporation under the contract or bilateral modification.

  • Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between 115-140K. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
