Your Impact

Pearce is seeking a talented and motivated Joint Use OSP Engineer to support the planning, design, coordination, and delivery of outside plant (OSP) telecommunications projects. This position will focus heavily on joint-use and pole-attachment engineering, including aerial fiber design, pole loading and make-ready requirements, utility coordination, field data review, permitting support, and construction-ready design packages.

The Joint Use OSP Engineer will work closely with telecommunications clients, electric utilities, municipalities, field teams, permitting specialists, construction teams, and other engineering professionals to ensure projects meet customer requirements and applicable utility and industry standards.

The ideal candidate has hands-on experience with aerial OSP fiber networks, pole attachments, joint-use applications, make-ready engineering, and utility coordination and is comfortable managing multiple projects in a fast-paced environment.

Core Responsibilities

  • Design and support aerial and underground OSP fiber projects, with a primary focus on joint-use and pole-attachment engineering.

  • Prepare, review, and manage joint-use and pole-attachment applications for telecommunications facilities.

  • Review field data, pole information, photographs, measurements, utility records, and existing attachment conditions to support engineering decisions.

  • Perform or review make-ready engineering to identify required pole modifications, transfers, replacements, guying, anchoring, or other corrective work.

  • Evaluate proposed telecommunications attachments for compliance with applicable utility standards, NESC requirements, clearance requirements, and customer specifications.

  • Perform or review pole loading analysis and identify potential structural or clearance issues associated with proposed attachments.

  • Develop and review OSP engineering packages, including work prints, construction drawings, route designs, pole details, bills of materials, and supporting documentation.

  • Coordinate with pole owners, electric utilities, telecommunications providers, municipalities, permitting agencies, and other stakeholders throughout the joint-use process.

  • Track joint-use applications from initial submission through review, make-ready, approval, construction, and closeout.

  • Respond to utility comments, application rejections, design changes, and requests for additional information.

  • Coordinate with permitting teams to ensure designs meet applicable right-of-way, encroachment, traffic-control, and jurisdictional requirements.

  • Identify existing utilities, pole ownership, attachment locations, easements, rights-of-way, and potential construction conflicts.

  • Support fiber route selection and constructability reviews for aerial and underground networks.

  • Review engineering work completed by internal teams, contractors, vendors, or offshore/remote design resources for accuracy and compliance.

  • Maintain accurate project documentation and provide regular status updates to project managers, customers, utilities, and other stakeholders.

  • Work closely with field personnel to resolve discrepancies between field conditions and engineering records.

  • Support redlines, design revisions, as-built documentation, and construction-related engineering changes.

  • Manage multiple work orders and projects while meeting customer deadlines, service-level agreements, and quality expectations.

  • Assist with quality-control processes and identify opportunities to improve joint-use engineering workflows and project delivery.

Core Qualifications

  • 3+ years of experience in OSP engineering, telecommunications engineering, joint use, pole attachments, or a related field.

  • Demonstrated experience with aerial fiber design and pole-attachment projects.

  • Working knowledge of the joint-use application and approval process.

  • Experience with make-ready engineering, including identifying pole modifications and attachment conflicts.

  • Knowledge of NESC requirements, utility standards, pole clearances, guying, anchoring, and telecommunications attachment requirements.

  • Experience reviewing or performing pole loading analysis is strongly preferred.

  • Ability to read and interpret OSP construction drawings, utility maps, field notes, pole data, work prints, and engineering specifications.

  • Experience with OSP design and mapping platforms such as AutoCAD, O-Calc Pro, Katapult, IQGeo, ArcGIS, SpatialNet, or similar systems.

  • Familiarity with GIS and utility mapping systems.

  • Experience coordinating with electric utilities, municipalities, permitting agencies, telecommunications providers, and construction teams.

  • Understanding of aerial and underground fiber construction methods.

  • Familiarity with permitting requirements, including right-of-way, encroachment, excavation, and traffic-control permits, is preferred.

  • Strong organizational skills with the ability to manage multiple projects, applications, and deadlines simultaneously.

  • Strong written and verbal communication skills with the ability to communicate technical information to both technical and non-technical stakeholders.

  • Ability to work independently in a remote or distributed-team environment while maintaining consistent communication and project-status reporting.

  • Strong attention to detail and commitment to producing accurate, construction-ready engineering deliverables.

  • Ability to identify engineering or permitting issues and proactively develop solutions to keep projects moving forward.

Preferred Qualifications

  • Previous experience supporting major telecommunications carriers, fiber providers, electric utilities, or broadband deployment programs.

  • Experience working with ILEC, CLEC, FTTH, FTTx, or broadband expansion projects.

  • Experience with utility-specific joint-use systems and application portals.

  • Experience performing pole loading analysis using O-Calc Pro or similar software.

  • Knowledge of GO 95, NESC, or state/utility-specific joint-use requirements, depending on assigned market.

  • Experience supporting high-volume fiber deployment programs involving multiple utilities and jurisdictions.

  • Associate's or bachelor's degree in Engineering, Engineering Technology, Telecommunications, Construction Management, GIS, or a related discipline is preferred; equivalent industry experience may be considered.
