Risks and Opportunities Manager
About the Role
Risks & Opportunities Manager operates in the four-level Governance model, with Level 3 Project-management routines used for cross-Project coordination, milestone synchronisation, escalation and acceptance preparation. It supports the Supplier obligation to define, plan, manage and carry out the Design and Implementation Period and to adhere to the Contract Management and Governance Model. Its specific contribution is to maintain risk/opportunity register; coordinate scoring and mitigation; track contingencies; escalate significant risks.
Key Responsibilities
Operate the risk and opportunity management plan, scoring method, register, ownership model, review rhythm and escalation thresholds.
Facilitate discipline and work-package risk workshops that produce clear causes, consequences, mitigations, dates and owners.
Coordinate qualitative and quantitative risk inputs for EAC, contingency, schedule, claims and management reviews.
Track mitigation effectiveness and retire, escalate or re-score risks based on evidence rather than optimism.
Identify opportunities for cost avoidance, acceleration, simplification, supplier leverage or improved acceptance strategy.
Apply the Hitachi Code of Conduct in role-specific decisions, including ethical escalation, anti-bribery discipline, confidentiality, data protection, fair supplier/customer conduct and transparent records.
Owns risk and opportunity process discipline.
Can require mitigation ownership and escalate when thresholds or management attention criteria are met.
Key Interfaces
Project Manager, Finance Controller, Planning Manager, Contract Manager and PMO.
All Work Package Leaders and discipline managers across engineering, assurance, implementation and T&C.
Customer/Programme risk representatives where joint risks or dependencies require alignment.
Change reviews when risk exposure changes.
Authority & Accountability
Accountable for risk process integrity and transparent reporting of exposure and opportunity value.
Authorised to challenge weak mitigations, request owners and escalate high-exposure items to Governance.
Recommends contingency actions but does not independently release budget or change baselines.
Mandate
Make risk and opportunity management a practical decision tool rather than a passive reporting exercise.
Skills & Experience
Risk management experience in major infrastructure, rail, engineering or technology Programmes.
Knowledge of qualitative/quantitative risk methods, contingency logic and risk-to-schedule/cost integration.
Strong facilitation and challenge skills across senior and technical stakeholders.
Resilience and resistance to stress when exposing difficult risks or challenging optimistic forecasts.
Analytical, pragmatic and action-oriented mindset.
More than 5 years in risk management on complex infrastructure.
ISO 31000/workshop facilitation capability preferred.
