Overview

Prevailance is seeking a Counter-Uncrewed Systems and Counter-Improvised Explosive Devices (C-UXS/C-IED) Subject Matter Expert (SME) to support North Atlantic Treaty Organization (NATO) Headquarters Supreme Allied Commander Transformation (HQ SACT) Capability Development Management Support (CMDS) in Norfolk, Virginia. This position is expected to work on-site and may require up to 40 days of travel annually.


The C-UXS/C-IED SME supports the development and lifecycle management of NATO Counter-Threat and Force Protection (CT/FP) capabilities, with a focus on counter-uncrewed systems and counter-improvised explosive devices. This position supports capability requirements, doctrine, program and project management, and capability development across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) lines of development.


Responsibilities Include, But Are Not Limited To:

  • Support development of C-UXS/C-IED capability products in accordance with NATO governance for delivery of common-funded capabilities across DOTMLPFI lines of development throughout the capability lifecycle 
  • Support the Joint Effects (JE) Capabilities Program Director for Counter-Threat and Force Protection and the CT/FP Project Coordinator in program management activities 
  • Support C-UXS/C-IED-related projects, including the Layered C-UAS Initiative-X/LCI-X Beacon Project, as directed by the JE Capabilities Program Director and JE Integrator/Architect 
  • Support the elicitation, capture, development, analysis, evaluation, and traceability of higher- and lower-level requirements, including capability targets, operational requirements, system specifications, and interoperability requirements across DOTMLPFI 
  • Support development, analysis, and review of C-UXS/C-IED-related policies, doctrines, directives, concepts of operation and employment, courses of action, alternatives, and other doctrinal products 
  • Coordinate DOTMLPFI development and implementation synchronization and support development of recommended courses of action addressing capability development issues throughout capability lifecycles 
  • Organize and participate in workshops, seminars, conferences, and meetings supporting C-UXS/C-IED capability development activities 
  • Collaborate with national and international military and civilian organizations, including centers of excellence and academia 
  • Support engagement with NATO Agencies related to C-UXS/C-IED capability development programs and capability validation 
  • Identify lessons and best practices and support their integration into organizational learning

Requirements

Qualifications

  • Minimum 5 years of demonstrated experience within the last 10 years briefing senior leaders and decision-makers 
  • Minimum 5 years of demonstrated operational knowledge of C-UXS/C-IED functions within the last 12 years at the tactical, operational, or strategic level, as a military officer or civilian 
  • Minimum 7 years of demonstrated program/project management experience within the last 10 years in a complex and dynamic environment, with a focus on military capability development 
  • Minimum 5 years of demonstrated experience within the last 10 years working in a multinational organization, such as the European Defense Agency, or within the NATO Command Structure (NCS) or NATO Force Structure (NFS
  • Familiarity with the role of NATO Agencies in system development 
  • Proficiency with Microsoft Office Suite and collaborative software 
  • Demonstrated English-language proficiency equivalent to STANAG 6001 SLP 3333 
  • Valid passport from a NATO member nation with no travel restrictions to NATO nations

Education

  • Must satisfy one of the following:
    • Master's degree or similar national academic or Military College qualification in Engineering, Information Systems, Aeronautics/Computer Science (as applicable), Operations Research, Project Management, Business Administration, or a related discipline; or
    • Bachelor's degree with a minimum of 5 years of experience in a relevant field 

Clearance

  • Must possess and maintain an active NATO SECRET or National SECRET (or higher) security clearance
