Job Description

Roles & Responsibilities

Training Design & Delivery

• Assess and identify learning and development needs across the Company, selecting vendors or programs to address skill gaps while supporting business objectives.

• Partner with HR Business Partners to review training needs and plan appropriate training offerings to address identified capability gaps and development priorities.

• Manage internal training requests, particularly mandatory training, by working closely with the Group L&D Business Services team to tailor solutions to business requirements and, where appropriate, engaging and managing external learning vendors and programmes.

• Coordinate and locally deploy Group- and regional-initiated learning, leadership, talent and culture initiatives, ensuring alignment with Hong Kong business needs and regulatory requirements.

• Monitor programme participation, feedback and development outcomes, and recommend improvements based on data and stakeholder input.

Learning Governance & Regulatory Compliance

• Monitor, assess and translate relevant HKMA regulatory guidance (e.g. CG-6 and banking culture and conduct) and industry developments relating to employee competence, ethical behaviour, conduct, governance and succession planning, and translate relevant changes into learning policies, programmes and governance processes.

• Oversee and track all Continuous Professional Training (CPT) hours for licensed employees, Ongoing Professional Training (OPT) hours, investment product training hours, and Continuous Professional Development (CPD) hours, as well as Certified Private Wealth Professional (CPWP/CPWPA) certification for ECF relevant practitioners, ensuring compliance with regulatory standards

• Manage external parties and coordinate the regular product knowledge assessments for relevant HKMA licensees to ensure competence in investment products.

• Ensure all training-related directives or procedures, and related documentation (not limited to induction training), are kept up to date, reflecting current processes and regulatory requirements, and industry best practices.

• Prepare training status reports, audit materials, regulatory submissions and management updates, as required.

 

Digital Learning & Transformation

• Evaluate and integrate innovative digital tools while continuously optimizing training management processes to improve accessibility, engagement, administrative efficiency, and record accuracy.

• Stay abreast of emerging trends in AI and learning technology to continuously enhance the learning experience.

• Monitor the latest developments in learning and development and private banking to ensure the Company’s training offerings remain competitive and relevant.

Requirements

• Bachelor's degree in Human Resources, Business Administration, Education, Psychology, or a related discipline.
• Minimum 8 years of Learning & Development experience gained within banking, wealth management, private banking, retail banking, or broader financial services environments.
• Strong understanding of Hong Kong regulatory requirements relating to training, licencing, CPT, CPD, and talent development.
• Proven experience managing regulatory training records, training compliance, and stakeholder engagement with regulatory bodies.
• Hands-on experience designing and delivering instructor-led and virtual learning programmes.
• Strong facilitation and presentation skills, particularly in soft skills, conduct, ethics, and professional development training.
• Good understanding of banking products, sales practices, and the regulatory environment within Hong Kong.
• Digitally savvy mindset with a keen interest in leveraging AI and technology to enhance learning effectiveness and employee engagement.
• Self-driven, highly organised, and able to work independently while managing multiple priorities.
• Excellent communication and interpersonal skills in both English and Cantonese. Proficiency in Mandarin is an advantage.
