The Director for Roads and Car Parks is the senior technical and operational leader responsible for the long-term performance, safety, and sustainability of the city’s horizontal transport infrastructure. As the Subject Matter Expert (SME) for roads, car parks, and tunnels, this role oversees the operations, preventative maintenance, safety compliance, and asset lifecycle management of extensive road networks, structured and surface parking, and underground tunnel systems once construction is complete.
Operating within the giga-project environment, the Director ensures that transportation and parking infrastructure functions reliably, safely, and efficiently, supporting the broader mobility, community, and commercial needs of the development.
Key Responsibilities
1. Strategic Operations & Asset Management
Network Integrity & Operations
- Oversee daily operations of the road network, including thousands of lane-kilometers of urban and arterial roads, ramps, bridges, and intersections.
- Manage the operational performance of underground tunnel networks (vehicular and service tunnels) and multi-story/surface car parks.
- Ensure high levels of availability, safety, and user experience across all transport and parking assets.
Asset Lifecycle Strategy
- Develop and implement long-term asset management plans for road pavements, tunnel structures, and parking facilities.
- Define lifecycle strategies for resurfacing, structural renewal, waterproofing, and rehabilitation to maximize asset lifespan.
- Use data from inspections, condition assessments, and performance monitoring to prioritize investments and interventions.
Preventative Maintenance & Reliability
- Implement data-driven, preventive maintenance programs for roads (resurfacing, marking, drainage), tunnels (structural checks, systems testing), and car parks (structural health, equipment maintenance).
- Minimize emergency repairs by establishing predictive maintenance regimes based on asset condition, usage, and environmental factors.
- Coordinate with Facilities Management and maintenance vendors to ensure timely and effective execution of maintenance schedules.
2. Technical SME Leadership – Roads, Tunnels & Car Parks
Tunnel Safety & Systems Governance
- Serve as the technical authority for tunnel safety and systems, including mechanical ventilation, fire detection and suppression, emergency lighting, evacuation systems, and structural monitoring.
- Establish and enforce tunnel operating procedures, safety protocols, and inspection regimes in accordance with international standards.
- Coordinate with HSE and Civil Defense / Fire Authorities on compliance, drills, and emergency preparedness.
Parking Technology & Operations Strategy
- Define and drive the strategy for smart car parks, including:
- Parking Guidance Systems (PGSPGS)
- Digital ticketing and integrated payment platforms
- Electric Vehicle (EVEV) charging infrastructure
- License Plate Recognition (LPRLPR) and access control systems
- Oversee operational policies for parking allocation, pricing (if applicable), and circulation to maximize efficiency and user convenience.
- Define and drive the strategy for smart car parks, including:
Traffic Engineering & Network Optimization
- Review and provide input on civil and traffic engineering designs, upgrades, and modifications to optimize traffic flow and reduce congestion.
- Ensure design changes consider pedestrian safety, public transport interfaces, emergency access, and multimodal connectivity.
- Collaborate with planning and transport authorities on speed control, junction design, signage strategy, and traffic-calming measures.
Qualifications & Experience
Education
- Bachelor’s degree in Civil Engineering, Transportation Engineering or related discipline
- A master’s degree is highly recommended
Professional Certifications
- Professional Engineering license/registration
- Additional certifications in asset management, tunnel engineering, or transportation systems (e.g., CEng, PMP, IAM) are an advantage.
Experience
- Minimum 20 years of progressive experience in road and transport infrastructure operations, asset management, or large-scale urban mobility projects.
- Significant hands-on experience with tunnel operations and safety systems, multi-story car parks, and large road networks in complex urban or mega-development environments.
- Proven track record in managing major OPEX/CAPEX budgets, specialized contractors, and technology-intensive transport assets.
- Demonstrated experience in traffic engineering, safety compliance, and emergency response planning.
