Description

Under the general direction of the Administrative Services Superintendent, this employee organizes and directs the work programs under Safety and Training, Employee Relations, Accounting, Inventory Management, Customer Service, and Procurement and Contracting Services for MSD. This employee may act as Division Head in the absence of the Administrative Services Superintendent. Employee has direct supervisory and management responsibility for professional-level subordinate supervisors and administrative responsibility, which includes long range planning, establishing and directing District related financial programs. Employee manages, directs, and supervises the activities of the Accounting Section of the Administration Division including accounts payable, accounts receivable, general accounting, payroll, property and cost accounting, and revenues and receipts, and performs highly complex professional accounting work. Performs related duties as required.


MSD/OFFICE OF THE DIRECTOR:

This role serves as a key support position to senior financial leadership by assisting with operating budget development and monitoring, financial reporting, capital financial tracking, debt service analysis, rate study coordination, and intergovernmental financial processes. The position is responsible for performing detailed financial analysis, maintaining financial data integrity, preparing reports and schedules, and coordinating financial information across multiple MSD divisions and external agencies.


Knowledge of:
Methods and techniques of management sufficient to inspect and prioritize work programs, oversee the completion of projects, and provide for overall planning in these areas.
Supervisory principles and techniques.
Fiscal budget and procurement procedures.
Personnel and training procedures and techniques.
Human Resources Policies and Procedures, Civil Service Rules, and departmental policies and procedures as they relate to leaves, absences, compensation, grievances, discipline, etc.
Union contracts as they relate to the ongoing activities of the department.
Principles and techniques of administrative organizations.
Basic concepts related to the application and interpretation of computerized financial and administrative recordkeeping.
Personal computers and familiarity of various software packages utilized in the operation of the department/division.
 
Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Operate assigned vehicle in the course of duty.

Analyze accounting data, including computer-generated information.
Prepare financial statements and statistical reports with supporting schedules and exhibits.
Communicate orally and in writing with other wastewater professionals, government officials, members of the financial and legal community, and customers of the Sewer Department.
Revise work schedules to determine personnel requirements based on current and anticipated workloads.
Exercise management control by coordinating and providing general direction of the activities of others, including providing coordination and guidance to section managers.
Observe and evaluate the performance of subordinate personnel.
Delegate assignments to others to insure that projects are completed in a timely manner.
Reach sound and logical judgment based on information at hand. 
Monitor divisional project status using a performance management system.
Maintain a calm demeanor in light of stressful situations.
Schedule, assign, train, direct, and review the work of subordinate accounting and clerical personnel.
Exercise independent judgment in interpreting and applying pertinent laws and regulations.
Recommend and implement improvements to work processes and procedures.

Examples of Work Performed

Plans, schedules, assigns, directs, and reviews the work of several accounting units such as payroll, accounts payable, general ledger, financial statements, customer accounting, accounts receivable, and grants.
Plans, coordinates, and implements training and development of assigned personnel in addition to users of computerized or accounting systems.
Interprets and applies laws, regulations, policies, and procedures concerning the City of Cincinnati's Financial System.
Evaluates and recommends changes in fiscal controls and fiscal policies to ensure efficiency and maintains compliance with administrative and legal restrictions and requirements.
Works closely with Division Section Heads in the areas of accounting, health and safety, training and development, employee relations, and other special programs as warranted.
Works with representatives of various divisions to help meet their personnel needs.
Interprets Human Resources Policies and Procedures as well as Civil Service Rules.
Confers with union representatives.
Handles or delegates various administrative assignments as directed by the Administrative Services Superintendent or Director of Sewers.
Oversees the accounting and budget management program including the review and analysis of revenues and the operating budget for the department.
Provides assistance and leadership over initiatives such as succession planning, diversity/ inclusion, invoice processing, etc.


Required Education and Experience
Each applicant must have five years of experience in operating administrative functions, which include organizing and directing work programs, such as training, employee safety, employee relations, accounting, inventory management, customer service, procurement and contracting services, in a Water or Waste water Utility, of which three years must be in a supervisory capacity. Additionally, each applicant must have a Bachelor's Degree from an accredited college or university with major coursework in public administration, personnel, accounting, business management, communications, information processing, mathematics and statistics, or a related field. A Master's Degree in Business Administration is preferred.

Must have a valid Driver's License.
Must be an excellent communicator and team builder.
