This position provides a wide variety of entry-level administrative support to the Planning Department under the direction of the Current Planning Supervisor. Provides responsible and varied assigned administrative and clerical support for the Golden Planning Department using judgment and the ability to handle multiple tasks and discretion with strong emphasis on office support.

Provides information to the public regarding general planning and zoning application procedures and projects at the front counter and over the phone.

Receives and processes various applications for permits and land use case approvals generally considered more routine and administrative in nature.

Reviews planning permits and licenses for temporary lodging and short-term rental, sidewalk display licenses, domestic small livestock, and other planning licenses. Assists with department plans and policies regarding zoning violations and enforcement, as well as short-term rental monitoring and enforcement. Investigates and enforces zoning violations.

Attends and assists with the preparation, organization, and set-up of public meetings

Composes, types, and/or edits a variety of correspondence, reports, memoranda, flyers, and other material requiring judgment as to content, accuracy, and completeness.

Administers the legal requirements for the public hearing process which include notification of application to necessary departments, newspaper publication, prepare property postings, mailing (database) to property owners and notifications to applicants.  Arrange and schedule meeting rooms for neighborhood meetings.

Maintains and organizes document files, computer files, land use handouts and applications, accounting files, Historic Preservation Board materials, and maps for plat/subdivisions, PUD's and site/landscaping and county maps.

Maintains final document files for recorded documents and records necessary paperwork and mylars and does research information at Jefferson County.  

Maintains all new addresses and/or address changes within the City of Golden and notifies necessary personnel such as the Postmaster, Police, Utilities, GIS Department and Public Service.

Prepares and distributes packet information for Planning Commission and Historic Preservation Board monthly. Attends Planning Commission and Historic Preservation Board meetings and transcribes the minutes as Staff Secretary. Arranges for refreshments at necessary meetings.  Compiles notebooks for new Board and Commission members.

Coordinates and works with Deputy City Clerk and City Clerk in particular cases that go to City Council. Follow through on submitted recording materials and distributes information to City Council.

Processing of variance and adjustment applications and assists with Historical Grant writing.

Compiles data and inputs information for various reports including budget, payroll preparation, P-card payments, and field checks. Responsible for receipts and accounting for petty cash.

Creates communication material like brochures, flyers, maps, or other marketing and communication materials. Coordinates with Communications Department to finalize materials and publish social media updates. Makes updates to Guiding Golden and Planning website pages.

Orders and maintains office supplies and equipment. Offers interdepartmental computer support.

Distributes and compiles letters for zoning verifications, zoning violations, and address changes.

Responds to complaints or grievances by working with the parties involved and/or referring to appropriate personnel.  

Handles situations that require independent judgment, tactfulness and decision making solutions.

Performs both routine and complex clerical and administrative functions in support of the Planning Department and Community Development Division.

Operates a vehicle to run errands as needed.

High school diploma or general education diploma (GED). Bachelor’s degree preferred. Two years of progressively responsible administrative and customer support experience. Experience related to building permits, land use, real estate, or planning is preferred. Must possess outstanding customer service and interpersonal communication skills involving diverse workgroups and customers. Must be able to work independently and be flexible with changing priorities. 

CERTIFICATES, LICENSES, REGISTRATIONS
Valid driver's license and a good driving record.

LANGUAGE SKILLS
Ability to read and comprehend and interpret instructions, short correspondence, and memos relating to position. Ability to write business letters, routine reports, and correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Excellent conflict resolution skills and ability to deal with the public in a professional and courteous manner.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Working knowledge of basic bookkeeping skills and budget administration.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS AND ABILITIES
Must possess excellent written communication skills; business writing skills; principles and procedures of record keeping; and basic bookkeeping skills.  Exceptional organizational skills and attention to detail are required.  Ability to multi-task and interact in a dynamic environment.  Proficient in related software packages including MS Office, Outlook, and Power Point. Must be able to exercise independent judgment in absence of supervision.

General office equipment including computer, copier, fax, phones, 10-key, laminator, and printer.

The work environment is primary in an office setting.  Will be required to use own vehicle to run errands or attend meetings throughout the city. The noise level in the work environment is usually moderate.
