Description
The Finance Department is currently seeking to fill one (1) Analyst I/II vacancy in the Purchasing Division.
The mission of the Finance Department is to manage, protect, and report on City of San José financial resources to enhance the City’s financial condition for residents, businesses, and investors.
The Finance Department has five core divisions:
- Accounting
- Administration
- Debt & Treasury Management
- Purchasing & Risk Management
- Revenue Management
The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City’s Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $27.5 million operating budget and 126 budgeted full-time equivalent (FTE) positions.
We are seeking qualified candidates for an Analyst I/II position in the Purchasing Division. The incumbent will serve as an integral member of the procurement team and play a key role in supporting the City of San José's procurement operations and processes. Key responsibilities include:
- Administer the City’s Procurement Card (P-Card) Program and related P-Card Program functions.
- Facilitate procurements for various City departments including but not limited to Requests for Quotes (RFQ) and Requests for Bids (RFB) in compliance with applicable requirements.
- Provide administrative and analytic support during the procurement process, such as creating solicitations on the e-Procurement system, preparing drafts of Council Memos, formatting and proofreading solicitation documents for posting, and other related activities as required.
- Support purchase order creation and management; clarify questions with vendors and customer departments; format and proofread documents; prepare documents; research and validate data; and other related activities as required.
- Other Analyst duties and special projects as required.

Education and Experience
Analyst I
A Bachelor's Degree from an accredited college or university.
Analyst II
A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.
Acceptable Substitution
Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.
