Job Overview

The Performance and Execution Marketing Director serves as the strategic and operational leader for all marketing performance activities delivered under the contract. This role owns the development, execution, optimization, and reporting of recruitment marketing campaigns across paid media, search marketing, email marketing, SMS outreach, customer relationship management (CRM), and candidate lifecycle communications. 

 

The Director leads a multidisciplinary team responsible for managing high-volume, multi-channel recruitment campaigns designed to attract, engage, and convert qualified candidates into applicants. This position oversees paid media strategy, search visibility initiatives, audience targeting, marketing automation, email and SMS communications, and campaign optimization efforts while ensuring all marketing investments align with workforce hiring priorities and produce measurable recruitment outcomes. 

Working closely with the Program Director, Strategy and Brand Director, Creative Director, Analytics Manager, and Government stakeholders, the Performance and Execution Marketing Director ensures that every campaign is supported by data-driven objectives, clearly defined performance metrics, optimized audience targeting, and integrated messaging strategies that maximize recruitment effectiveness and return on investment. 

This position will support a Federal Government customer in Washington, DC.

Core Responsibilities
  • Lead the development and execution of annual and multi-year recruitment marketing strategies aligned with workforce hiring priorities, employer branding objectives, and recruiting goals. 
  • Own and oversee the paid media strategy and execution calendar across all recruitment marketing campaigns, ensuring alignment with hiring needs, audience demand, and approved funding allocations. 
  • Direct weekly campaign optimization activities, including A/B testing, audience refinement, channel optimization, bidding strategies, landing page performance reviews, and conversion rate improvements. 
  • Provide strategic leadership and oversight for all paid social, paid search, display, video, programmatic advertising, retargeting, and emerging digital advertising channels. 
  • Develop and maintain SEO (Search Engine Optimization), SEM (Search Engine Marketing), AEO (Answer Engine Optimization), and GEO (Generative Engine Optimization) strategies to improve visibility, discoverability, and conversion performance of recruitment-related web properties. 
  • Monitor search rankings, organic traffic, website engagement metrics, competitive search positioning, and candidate acquisition performance. 
  • Direct all lifecycle marketing activities including email marketing, SMS communications, in-mail advertising, nurture campaigns, talent community engagement, and recruitment CRM programs. 
  • Develop audience segmentation frameworks and candidate journey strategies that improve engagement, application completion rates, and long-term talent pipeline development. 
  • Manage marketing technology platforms including CRM systems, email marketing platforms, marketing automation solutions, and digital advertising technologies. 
  • Oversee paid media budget allocation, expenditure tracking, spend forecasting, and performance reporting to ensure marketing investments remain within approved funding levels. 
  • Partner with the Performance and Execution Analytics Manager to define campaign KPIs, attribution models, conversion metrics, and success criteria before campaign launch. 
  • Review and approve paid media creative assets, campaign messaging, audience targeting recommendations, and promotional content prior to Government review and publication. 
  • Develop executive-level performance reports, campaign dashboards, and strategic recommendations for program leadership and Government stakeholders. 
  • Brief the Program Director, senior leadership, and Government representatives on campaign performance, optimization opportunities, budget utilization, and strategic recommendations. 
  • Coordinate marketing execution efforts across creative, analytics, branding, event, recruiting, and communications teams to ensure consistent campaign delivery and messaging. 
  • Evaluate emerging marketing technologies, advertising platforms, search methodologies, and optimization techniques to improve recruitment marketing effectiveness. 
  • Ensure all marketing activities comply with organizational policies, branding requirements, data privacy regulations, accessibility standards, and Government communication guidelines. 
Requirements
  • Active Top Secret Clearance
  • Bachelor's Degree in Marketing, Communications, Business Administration, Advertising, Digital Media, Public Relations, or a related field. 
  • Minimum of eight (8) years of professional experience in paid media, performance marketing, digital marketing, or recruitment marketing leadership roles. 
  • Ability to work on-site in the Washington, DC metropolitan area up to five days per week, with telework permitted when authorized by the Government. 
  • Demonstrated experience managing integrated marketing campaigns across multiple digital channels with measurable performance outcomes. 
  • Hands-on experience managing paid search, paid social, display advertising, video advertising, programmatic advertising, and digital media budgets at scale. 
  • Demonstrated experience leading SEO, SEM, organic search optimization, and website visibility initiatives. 
  • Experience managing CRM platforms, email marketing systems, marketing automation tools, and lifecycle marketing programs. 
  • Proven experience developing and implementing audience segmentation and candidate journey strategies. 
  • Strong analytical, strategic planning, budgeting, and forecasting capabilities. 
  • Experience leading cross-functional marketing teams and managing external vendors or agency partners. 
  • Excellent verbal, written, presentation, and stakeholder engagement skills. 
  • Ability to translate complex performance data into actionable business recommendations. 
  • Exceptional written, verbal, and interpersonal communication skills. 
  • Demonstrated ability to collaborate effectively with creative teams, leadership stakeholders, and cross-functional organizations. 
  • Ability to work effectively in fast-paced, deadline-driven, and highly visible environments. 

Preferred Additional Skills 

  • Recruitment marketing and employer branding experience. 
  • Federal Government, law enforcement, military, intelligence community, or other highly regulated industry marketing experience. 
  • Experience supporting workforce recruiting programs and talent acquisition campaigns. 
  • Knowledge of AEO (Answer Engine Optimization) and GEO (Generative Engine Optimization) methodologies. 
  • Experience managing large-scale paid media investments and multi-channel advertising campaigns. 
  • Familiarity with candidate relationship management platforms and recruitment marketing technologies. 
  • Experience supporting executive communications and leadership reporting. 
  • Knowledge of attribution modeling, conversion optimization, and marketing performance measurement. 
  • Experience integrating analytics, creative, and media strategies into unified campaign execution plans. 
  • Familiarity with accessibility requirements, digital compliance standards, and data governance practices.

Education 

  • Bachelor's Degree in Marketing, Communications, Business Administration, Digital Marketing, Advertising, Public Relations, or a related discipline. 
  • Six years relevant professional experience may be considered in lieu of formal education. 
  • Master's Degree preferred.
