Job Description:

Parsons is seeking talented Environmental Specialists and Environmental Engineers to support federal civil works and infrastructure projects under the IDIQ contract. These positions will support environmental planning, permitting, compliance, site assessments, construction activities, investigation, and remediation across the United States. 

What You’ll Be Doing 

• Determine applicable federal, state, and local environmental requirements, including NEPA review and permitting needs. 

• Prepare and review NEPA documents, environmental studies, technical analyses, permits, regulatory correspondence, and compliance reports. 

• Conduct environmental screenings, site assessments, and impact analyses for civil works, infrastructure, facility, and construction projects. 

• Track projects through the NEPA and environmental permitting lifecycles. 

• Coordinate with federal, state, and local agencies; installation personnel; project managers; utilities; contractors; and other stakeholders. 

• Provide technical guidance on environmental regulations, Department of Defense policies, permit requirements, and compliance strategies. 

• Support environmental compliance programs, stormwater management, waste management, and construction environmental controls. 

• Review project-specific Environmental Protection Plans and verify compliance during pre-construction, construction, and post-construction activities. 

• Identify and support the management of contaminated soil, groundwater, sediment, surface water, and other contaminated media. 

• Support PFAS investigations and remediation, military munitions response, and other hazardous, toxic, and radioactive waste projects. 

• Perform environmental sampling of soil, groundwater, surface water, and sediment, as applicable. 

• Prepare work plans, UFP-QAPPs, closure reports, sampling plans, technical memoranda, briefing materials, and site assessment reports. 

• Perform geological, hydrogeological, hydrochemical, GIS, mapping, and environmental data evaluation tasks. 

• Support site approval packages and coordinate required documentation with installation personnel. 

• Maintain environmental compliance actions, milestones, regulatory reporting requirements, and performance metrics. 

• Work collaboratively with multidisciplinary teams and support multiple concurrent task orders, including projects at geographically dispersed locations. 

What Required Skills You’ll Bring 

• Active Secret security clearance required
• Bachelor’s degree in Environmental Engineering, Environmental Science, Geology, Planning, or a related field. 

• 5–12 years of related experience, depending on level; experienced candidates should have at least 3 years of relevant experience. 

• Experience with NEPA documentation, environmental planning, permitting, compliance, and impact analysis. 

• Experience supporting federal facilities, infrastructure, construction, investigation, or remediation projects. 

• Knowledge of applicable federal, state, and local environmental laws, regulations, policies, and permitting requirements. 

• Strong technical writing, communication, analytical, organizational, and interpersonal skills. 

• Ability to work effectively on teams and manage multiple projects. 

• Ability and willingness to travel to project sites and perform field work, including up to 60 percent travel for junior staff. 

• Working knowledge of Microsoft Office and discipline-specific environmental, GIS, or data-management software. 

• Ability to obtain required site-access credentials, including a Common Access Card when necessary. 

What Desired Skills You’ll Bring 

• Experience preparing Environmental Assessments, Environmental Impact Statements, categorical exclusions, Records of Decision, or similar federal documentation. 

• Experience with environmental permitting, regulatory coordination, stormwater management, waste management, and Environmental Protection Plans. 

• PFAS, contaminated media, remediation, hazardous waste, or other environmental investigation experience. 

• Experience with UFP-QAPPs, work plans, sampling and analysis plans, closure reports, and regulatory reporting. 

• OSHA 40-hour HAZWOPER training or ability to obtain it. 

• Professional Engineer registration, Engineer-in-Training certification, or comparable professional certification. 

• Master’s degree in Engineering, Environmental Science, Natural Science, Geology, or a related discipline. 

• Experience with GIS, environmental databases, mapping, compliance tracking, and environmental reporting. 

• Project or task leadership experience, including mentoring and developing junior staff. 

• Experience supporting military installations or other secure federal facilities. 

• Cover letter and writing sample demonstrating technical communication skills. 

Additional Position Expectations 

• Employees must protect Government and procurement-sensitive information and comply with applicable security and safeguarding requirements. 

• Contractor personnel will provide technical analysis, advice, and recommendations but will not perform inherently governmental functions or make commitments on behalf of the Government. 

Security Clearance Requirement:

An active Secret security clearance is required for this position.​

Salary Range: $74,800.00 - $130,900.00
