Chief Technology Officer (CTO)

Description

The Chief Technology Officer provides enterprise technology leadership for Bacompt and the RevOne family of companies. This executive owns the technology vision, software and platform strategy, enterprise architecture, and engineering operating model that support the organization’s healthcare revenue cycle, patient financial services, insurance, and related business lines.

The CTO translates business priorities into secure, scalable, and commercially practical technology solutions. The role leads software engineering and technical delivery, establishes architecture and development standards, evaluates emerging technologies including artificial intelligence, and partners with operations, product, compliance, and security leaders to deliver measurable business value.

Responsibilities of the Position

Technology Strategy and Executive Leadership

• Develop and execute a multi-year technology strategy and roadmap aligned with RevOne’s business objectives, client commitments, growth plans, and risk profile.
• Advise executive leadership on technology investments, platform opportunities, technical risk, product scalability, and build-versus-buy decisions.
• Translate business needs into prioritized technology initiatives with clear ownership, milestones, resource requirements, and expected outcomes.
• Represent technology in executive planning, client discussions, strategic partnerships, and due-diligence activities as appropriate.

Product Engineering and Delivery

• Lead the strategy, development, modernization, and lifecycle management of Bacompt and RevOne software products, internal applications, integrations, and client-facing platforms.
• Establish an effective engineering operating model covering product discovery, requirements, architecture, development, quality assurance, release management, maintenance, and technical support.
• Partner with business owners and project leadership to maintain a transparent product roadmap and delivery priorities across the organization.
• Use Agile practices where they improve delivery, accountability, collaboration, and adaptability; define practical standards rather than treating a single methodology as the objective.
• Establish measures for delivery predictability, software quality, availability, performance, adoption, and business impact.

Architecture Cloud Data and Innovation

• Own enterprise and solution architecture standards to promote secure integration, interoperability, maintainability, performance, and responsible technical debt management.
• Guide cloud strategy and platform engineering across AWS, GCP, or other approved environments, including infrastructure as code, observability, resilience, and cost management.
• Set direction for data architecture, analytics, automation, application programming interfaces, and system integrations that support operational and client needs.
• Evaluate and responsibly introduce artificial intelligence, agentic development tools, and emerging technologies with appropriate security, privacy, compliance, and human oversight.
• Maintain technology lifecycle plans for legacy applications and define modernization, replacement, or retirement strategies.

Security Compliance and Resilience

• Partner with the Director of Information Security and Compliance to embed security, privacy, and regulatory requirements into architecture, development, deployment, and vendor decisions.
• Support compliance obligations applicable to RevOne operations, including HIPAA, SOC 2, FISMA, IRS Publication 1075, and relevant NIST frameworks, as applicable to each system or client engagement.
• Ensure technology teams maintain appropriate change controls, secure development practices, access controls, logging, documentation, backup, recovery, and business continuity capabilities.
• Participate in incident response and remediation when an event involves applications, cloud services, data, integrations, or development processes.

People Budget and Vendor Leadership

• Build, lead, coach, and retain a high-performing technology organization with clear roles, goals, career paths, and succession plans.
• Define when internal development, managed services, contractors, or commercial solutions are the best fit for the organization.
• Develop and manage technology budgets, staffing plans, licensing, cloud spending, capital priorities, and investment cases.
• Select and manage strategic technology vendors, contracts, service levels, and performance to ensure value, reliability, and accountability.
• Foster a culture of ownership, disciplined execution, constructive collaboration, continuous learning, and service to internal and external customers.

Required Skills & Qualifications

• Education: Bachelor’s degree in computer science, information technology, engineering, or a related field, or an equivalent combination of education and substantial relevant experience.
• Leadership Experience: Ten or more years of progressive technology experience, including significant leadership responsibility for software engineering, architecture, platforms, or technology operations.
• Executive Capability: Demonstrated success translating business strategies into technology roadmaps, investment priorities, operating plans, and measurable results.
• Software and Architecture: Strong understanding of modern software development, application architecture, APIs and integrations, data platforms, cloud-native design, quality assurance, and DevOps or DevSecOps practices.
• Delivery: Experience leading complex, cross-functional technology initiatives using Agile, iterative, or other disciplined delivery approaches.
• Business Acumen: Ability to evaluate tradeoffs among speed, cost, scalability, security, compliance, client needs, and long-term maintainability.
• Communication: Executive-level communication and influence skills with the ability to explain technical matters clearly to clients, business leaders, boards, and technical teams.
• People Leadership: Proven ability to develop leaders, organize teams, set expectations, manage performance, and create accountability across multiple technical disciplines.
