Description

Perform a variety of routine maintenance functions in connection with the public housing properties owned by the Housing Authority (HA).  Respond to work orders and maintenance emergencies at properties as needed.  Proactively work with supervisor to execute and oversee repairs and contracts to maintain and improve HA properties. This position is one of two maintenance positions for a 110-unit apartment building and 37 scattered site single family homes.

  • Perform routine maintenance functions at public housing properties.
  • Provide work direction including monitoring, delegating and assigning work to maintenance technician. 
  • Coordinate scheduling of all maintenance work orders for properties, efficient use of resources, and assist in completion of repairs. 
  • Troubleshoot complex maintenance problems and recommend and initiate repairs.
  • Monitor and inspect work of any contractors or sub-contractors. 
  • Keep current with HUD rules and regulations in maintaining all HA properties and ensure the Housing Authority continues to maintain its High Performer status.
  • Assist with performing annual, rental license, and HUD inspections.
  • Assist supervisor in creating 5 year capital improvement plan.
  • Serve as backup to other HA staff in their absence.

2. Draft Scope of Work for projects and ensure permits are pulled prior to the start of work at job sites. Collaborate with others as needed for resources and ensuring codes are met. Monitor and follow up with contractor interviews to comply with prevailing wage rates.
3. Perform non-emergency and emergency service requests such as assessing and/or repair of furnaces, plumbing, electrical, appliances, flooring, exterior siding and gutters, doors, locks, windows, decks and screens.  Occasionally perform work such as carpentry and tiling.
4. Perform routine grounds maintenance, including snow and ice removal, lawn mowing, raking, weeding, tree trimming and trash removal.
5. Prepare vacant units for re-rental in accordance with agency standards by repairing, painting, and cleaning as needed. 
6. Perform cleaning, including washing and/or painting walls, washing windows, shampooing carpet, spot cleaning and all related cleaning to keep properties safe and sanitary. 
7. Monitor boilers to ensure that they are operating properly, make adjustments as appropriate, and call for repairs as needed.  Maintain general security systems and conduct fire and safety tests as required.
8. Ensure vehicles, tools, and equipment are in working order, well maintained and properly stored.
9. Assist supervisor in requisitioning and purchasing supplies.   Maintain sufficient stock of supplies and purchase parts and tools needed for maintenance and repairs. 
10. Maintain system for recording and filing work orders; maintain and document annual physical inventory of supplies, tools etc.; maintain records on all units including completed maintenance.   Maintain, update, and implement schedules of preventive maintenance.
12. Perform other duties as required or directed.
  • Valid class C driver’s license and the ability to drive a city vehicle.

  • High School graduate or equivalent.

  • Boiler’s license.

  • Three years related maintenance experience, including HVAC, carpentry, plumbing, electrical, grounds keeping, and appliance repair.

  • Successfully pass Kari Koskinen criminal history background check.

  • Ability to:

    • Maintain accurate information and records in hard copy and electronically.

    • Communicate effectively with staff, tenants, contractors and vendors.

    • Work independently with minimum direction and/or supervision.

    • Respond to after-hours maintenance emergencies as needed.

    • Physically perform essential functions and requirements of the position, including the ability to operate equipment/tools needed and work year-round in either an outdoor or indoor environment; and move about all areas of properties to carry out duties; navigate stairs and climb ladders.

  • Five years related maintenance experience, including HVAC, carpentry, plumbing, electrical, grounds keeping, and appliance repair.

  • Previous supervisory or lead experience.

  • Two (2) year technical degree in general maintenance, mechanics or related field.

  • Contract management experience.

  • Experience conducting prevailing wage rate interviews or managing contracts that require prevailing wage rates.

  • Maintenance experience at HUD, public housing or other affordable housing properties.

  • Certificates and/or licenses in various maintenance related areas.
