Job Summary
Provides administrative and fiscal support for construction-related contracts, agreements, bond committees, and community engagement activities funded by the voter-approved 2025 General Obligation Bond. Assists with ensuring compliance with applicable state, local, and federal procurement requirements; maintains complete and accurate documentation; and supports formal and informal solicitations. Reviews procurement methods for bond-eligible construction projects against proscribed parameters, and assists with bond-related reporting, analysis, audits, and compliance reviews. Provides administrative support for bond committees, community events, and information sessions. Assists with coordination of intergovernmental agreements, memorandums of understanding (MOUs), and other partnership arrangements.

This is an on-site position. Any remote work requires prior approval and must comply with MHCC Remote Work policies and administrative regulations. Remote work must be within the states of Oregon or Washington. Work is typically performed in an office environment while sitting at a computer terminal. The position requires extended computer use and may involve visual strain and repetitive hand and wrist motions associated with data entry and keyboarding.
Salary Placement
Initial salary placement will be based on years of relevant full-time equivalent experience at the sole discretion of the College, per the guidelines in the Collective Bargaining Agreement and in accordance with all applicable state and federal laws. Please include all relevant full and part-time experience (including unpaid and volunteer experience) in your application that you want the College to review towards potential placement. Hired employees will not have an opportunity to update past experience or appeal initial placement after the time of hire.

Essential Duties:
- Drafts, reviews, and processes contracts, agreements, and memorandums of understanding (MOUs) using established templates in support of the 2025 General Obligation (GO) Bond. Reviews contract requests and purchase requisitions and recommends appropriate solicitation methods, including Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Invitations to Bid (ITBs) based on established capital requirements.
- Coordinates contract documentation, amendments, and change orders to ensure alignment with bond eligibility requirements, public contracting laws, bond regulations, and College policies.
- Generates and reviews bid specifications and solicitation documents for accuracy, completeness, legal compliance, and alignment with College’s project goals and operational needs. Escalates concerns to procurement and/or Bond leadership as appropriate.
- Provides technical guidance on procurement and financial processes related to GO Bond-funded capital and construction projects.
- Acts as a resource for Bond leadership, owner’s representatives, and vendors on legal and regulatory compliance requirements, including pre-qualification, EEO certification, COBID utilization, bid and performance bonding, insurance coverage, green energy requirements, and prevailing wage requirements.
- Assists project managers, facilities staff, finance teams, and external consultants by serving as a resource on purchasing, accounting procedures, and fiscal guidelines related to bond-funded projects, including invoice processing and payment requests.
- Provides administrative assistance with GO Bond financial reporting, arbitrage analysis, and related reporting, audit support, and compliance reviews to promote accuracy, transparency, regulatory compliance, and audit readiness.
- Maintains complete, accurate, and well-organized records to support public accountability, reporting requirements, and oversight activities.
- Prepares informational and presentation materials for management and community oversight bodies that summarize project progress, deliverables, budget status, and contracting and purchasing activity; provides related administrative and logistical support as needed.
- Provides administrative support to internal and external bond committees, including scheduling meetings, preparing presentations, recording and distributing minutes, and maintaining related information on the College website and intranet. Coordinates administrative and logistical support for bond-related community events and information sessions.
Additional Duties:
- Gathers and analyzes financial information for special and periodic projects.
- Performs all other related duties as assigned.
- Associate’s degree in accounting, finance, business administration, public administration, or a related field.
- Three (3) years of experience in purchasing and complex financial administrative coordination.
At the College’s discretion, additional relevant education may be substituted for required experience on a year-for-year basis.
Preferred Qualifications:
- Experience working in a public-sector or capital-project environment.
- Experience working with General Obligation Bonds, capital construction projects, or public works procurement.
- Knowledge of state public contracting laws and audit requirements.
- Experience supporting audits or fiscal oversight committees.
Considerable working knowledge of word processing, spreadsheets, email, and database applications, preferably within the Microsoft Office suite. Knowledge of public-sector purchasing, accounting, and financial controls. Understanding of capital construction procurement methods and contract administration. Strong attention to detail and ability to manage complex documentation. Ability to interpret and apply regulations, policies, and bond requirements. Effective written and verbal communication skills, with the ability to collaborate effectively with diverse stakeholders.
