Overview
As a Senior IT Business Analyst, you’ll help modernize the business processes and technology Community Transit employees rely on every day. You’ll play a key role in replacing our Enterprise Resource Planning (ERP) and Human Capital Management (HCM) systems, helping shape new solutions from business analysis and process design through implementation, transition, and ongoing support.
You’ll provide senior-level business analysis across complex technology initiatives – translating business goals and process needs into clear requirements, evaluating future-state processes and technology, identifying gaps and dependencies, and helping teams make informed decisions. You’ll partner across business departments, IT teams, project teams, and vendors to shape practical solutions and support technology acquisition, configuration, testing, deployment, and operational readiness.
We’re looking for an experienced business analysis professional who brings strong analytical judgment, problem-solving, and collaboration skills and is comfortable leading complex work across teams. You’ll also mentor other analysts, strengthen business analysis practices, and help ensure technology investments deliver meaningful business value and better experiences for employees and customers. ERP and HCM experience is especially valuable, particularly for candidates who have helped organizations navigate large-scale system implementations and business process transformation.
- Term-Limited Position: This position is funded as a term-limited assignment with a minimum duration of 12 months. Based on organizational needs and continued funding, the assignment may be extended for up to an additional 12 months. Appointment to this position does not guarantee continued employment beyond the term-limited assignment. If a regularly funded position becomes available during or following the assignment, the incumbent may be appointed to the position, subject to organizational policies, applicable employment requirements, and business needs. There is no guarantee of continued employment or appointment to a regular position.
Essential Duties
Key Responsibilities:
- As a technical leader driving complex analysis efforts, interpret and translate stakeholders’ business goals and product roadmaps into specific deliverables.
- Establish and document best practices and standard work for gathering business requirements. Collect, document, and translate business needs into prioritized functional and non-functional requirements.
- Participate in planning sessions, contributing analysis to inform and advise business managers as needed to develop strategy. Establish and provide quality control and oversight on solution delivery.
- Research and recommend technologies based on documented business requirements. Ensure selected technology consistently meets business requirements throughout implementation and completion of user acceptance testing. Evaluate holistic technology capabilities to define impacts to other solutions and advise on business priorities.
- Provide guidance, consultation, and mentorship to less senior team members.
- Provide strategic oversight to establish business value for new or changing solutions.
- Stay abreast of evolving technologies and impacts to the business.
- Manage the Technology Acquisition process, ensuring coordination with stakeholders for compliance with technical, data, records, retention, and security requirements. Upon contract completion, conduct review, report the impact, and facilitate data repatriation as necessary.

Requirements
Minimum Qualifications
- Bachelor’s degree in Business, Computer Science, or a related field
- 7 years of expertise in analyzing software systems and business operations.
An equivalent combination of education and experience to successfully perform the job duties is also accepted.
Knowledge Requirements
- Working knowledge of Agile/Scrum and Waterfall Methodologies.
- Use of epics/user stories and other documentation for technical deployments.
- Product management.
- Knowledge of Microsoft Windows and related Microsoft Office applications and features.
- Understanding of technologies supporting business operations like finance, HRIS, and business intelligence.

- Transit industry experience.
- Familiarity with Agile software tools.

Working Conditions
Hybrid telework may be available. Availability is at management discretion and may not be available for this position based on the nature of the work. Work is performed in an office environment and requires the use of office equipment and technology. You will be required to move throughout and between different office buildings and may need to complete tasks in noisy environments. You may also be required to lift and carry materials up to 10 pounds occasionally.
