Description

This is a non-bargaining unit confidential position.M1 - M5 - DOEAssociate degree in a course of study related to the occupational field. Additional relevant experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis.
Five (5) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems, including two (2) years of risk management experience. Relevant Experience Includes: claims administration, underwriting, loss control consultant, insurance advisor/broker, or experience in the insurance industry.
Possession of a valid driver’s license issued by the State of Alaska for the type of vehicle or equipment operated. Must be at least 19 years of age with one (1) year of driving experience.
Completion of Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety (90) days of hire and ICS 200 and IS 800 within one (1) year of hire.
Must successfully pass a pre-employment background check, drug screen, and physical.
- Assists with the development of Borough risk management goals and objectives.
- Manages property and liability claims administration, which includes maintaining and managing the claim file and database.
- Manages Borough risks and potential liabilities, as well as monitoring on-going loss control programs and makes recommendations to the Director of Finance.
- Coordinates with insurance brokers to obtain and maintain insurances coverages, while managing compliance of certificates of insurance with the Borough’s insurance requirements and maintains a depository for COIs.
- Conducts field investigations following claims to aid in the determination of liability.
- Maintains all risk management records and reports of activities as may be required by Borough policy or applicable laws.
- Establishes, reviews and recommends insurance language and requirements for purchasing contracts and agreements in collaboration with Purchasing Officers.
- Answers questions and provides guidance to all levels of staff during the requisition for proposal, contract development and negotiations.
- Acts as Borough Privacy Officer and manages HIPAA compliance staff training, annual HIPAA audits, signs off on ambulance billing records requests and managed public information requests concerning personal health information.
- Provides training to Borough staff on claim policies and procedures, contractual risk transfer and other risk management issues as they arise.
- Collaborates with the Health and Safety Manager on loss trends and identify training needed to reduce the mitigate losses.
- Collaborates and provides guidance to all levels of staff throughout the organization and services providers in the resolution of complex risk management and loss control issues.
- Tracks fleet and real property inventories.
- Serves as a member of the Borough safety committee.
- Performs related duties.
