Programmer Software Developer

Scope of Work

• The Contractor must provide one (1) Intermediate Programmer/Software Developer (Level 2) to support the Digital Support Team in the coordination, development, maintenance and documentation for the following digital solutions:
• Upgrade and maintenance of existing deployed solutions:
  • Support, enhancement, and modernization of existing software tools used to manage technical, engineering, and operational data, including updates to functionality, workflows, and system performance.
  • Upgrade, maintenance, and enhancement of software applications that support organizational logistics, administrative processes, and authorization workflows.
• New software developments using the following:
  • Microsoft 365 suites of applications for National Defence to automate processes.
  • MS SharePoint, and MS Power Apps, and Power Automate, and Microsoft Power Platform.
  • Microsoft Power BI for report generation and dashboards.
• Support the planning and execution of software deployment activities, including the development of automation scripts, configuration of build and release workflows, and preparation of continuous integration/continuous delivery (CI/CD) processes required to package, test, and deploy application components.
• Carry out software development tasks that involve creating, modifying, and integrating data‑access logic across enterprise data platforms, including relational databases and cloud‑based data services. Activities include designing data structures, writing and optimizing queries, implementing interfaces, and ensuring accurate and efficient data transfer and processing within supported applications.
• Provide support in the enhancement, configuration, or modernization of applications developed on low‑code application platforms, including tasks such as updating program logic, revising user interfaces, integrating system components, and performing functional testing to ensure proper operation.
• Any additional digital solutions as requested by the Technical Authority (TA).

2.2.1 The estimated level of effort is as indicated in Table 1 below. The levels of effort are only estimation

3.1 The Contractor personnel must complete any or all the work defined in Stream 1: Applications Services Class: A.6 Intermediate Programmer/Software Developer (Level 2) and the work defined below.

• Preparing reports on programming project specifications, activities, or status.
• Modifying software to fix errors, adapt it to new platform, improve its performance, or upgrade interfaces.
• Directing software programming and documentation development.
• Consulting with departments or customers on project status and proposals.
• Directing system testing and validation procedures.

• Working with customers or departments on technical issues including software system design and maintenance.
• Designing and developing software systems using scientific analysis and mathematical models to predict and measure outcomes and design consequences.
• Conferring with project managers to obtain information on limitations or capabilities.
• Create and maintain unit‑level test scripts and supporting documentation; prepare sample test data; execute tests to verify accuracy and completeness of program logic; identify and correct errors; and contribute to the overall validation of software components prior to system acceptance.
• Updating the software development life cycle status with the Project Management team.
• As the Microsoft SharePoint 365 developer and administrator, the Contractor personnel must complete the following tasks:
  • Working with existing and creating new Microsoft list and new Microsoft forms as part of process automation solution.
  • Linking forms to SharePoint lists using Microsoft Power Automate.
• Working on Microsoft Power Platform:
  • Creating cloud flows using Power Automate to link SharePoint forms to SharePoint List and/or Azure DevOps work items.
  • Building new solutions (Canvas and Modern Driven apps) using Microsoft Power App, and cloud flows, including premium connectors (third parties and/or Microsoft own) in Power Automate.
  • Perform development tasks that require creating, modifying, and integrating application components using structured expressions, markup languages, and data‑serialization formats, including the implementation of logic expressions, configuration of data payloads, and development of interface elements as needed to support system functionality.
• Working on Azure DevOps:
  • Code Creation: Writing and maintaining application code using modern programming languages and frameworks.
  • Version Control: Using Git repositories in Azure Repos to manage source code, track changes, and collaborate with team members.
  • Unit and Integration Testing: Creating automated tests to validate functionality and ensure code quality before deployment.
• CI/CD Pipeline Configuration
  • Continuous Integration (CI): Setting up pipelines that automatically build and test code whenever changes are pushed to the repository. Ensuring that code merges meet quality standards through automated checks and approvals.
  • Continuous Delivery/Deployment (CD): Implement automated processes that enable validated builds to be continuously delivered to staging and production environments. Ensure deployments are reliable, repeatable, and minimize downtime by leveraging infrastructure-as-code, automated approvals, and environment-specific configurations. Integrate monitoring and rollback mechanisms to maintain system stability during releases.
  • Configuring release pipelines to deploy validated builds to staging (test) and production environments.
  • Using deployment strategies such as blue-green deployments, canary releases, or rolling updates to minimize risk.
• Environment Management
  • Develop/Test to Production Flow: Deploying new versions of software first to development and test environments for validation. Monitoring performance and conducting user acceptance testing (UAT) before promoting to production.
  • Infrastructure as Code (IaC): Managing environment configurations using tools like ARM templates, Bicep, or Terraform to ensure consistency across deployments.
• Monitoring and Feedback
  • Telemetry and Logging: Integrating monitoring tools (e.g., Azure Monitor, Application Insights) to track application health and performance.
  • Feedback Loops: Using insights from production to inform future development cycles and improve reliability.
• Collaboration and Agile Practices
  • Working closely with QA engineers, DevOps specialists, and product owners in agile ceremonies.
  • Participating in sprint planning, code reviews, and retrospectives to continuously improve the development process.

Perform tasks involving the use of distributed version‑control and collaborative development processes, including committing and merging code, reviewing change sets, maintaining project branches, and coordinating updates with other team members to ensure consistent and traceable software evolution.
