General Summary:

Manages resources and activities of personnel & contractors engaged in the maintenance & operation of Passenger Amenities & Administrative Facilities for the Dallas Area Rapid Transit's (DART's) Maintenance of Way (MOW) Department.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manages personnel & contractors engaged in PA/Facility Services Maintenance functions to include administration facilities, rail stations, transit centers, park & ride, tunnel stations and ventilation systems, bus stop amenities, buildings, grounds and equipment.

  • Interviews, recommends selection of, develops, evaluates, counsels and if necessary, recommends termination of subordinate personnel according to established policies, procedures and guidelines to include EEO/AA Program goals and objectives.

  • Manages service contracts and procurements for PA/Facility Services; monitors contractor / vendor performance and ensures adherence to contract and DARTs policies and procedures; writes statements of work (SOW) on service contracts, etc.

  • Develops/implements and enforces preventive maintenance/safety programs and standard operating procedures; reviews OEM Manuals & submittals to make recommendations; develops procedures for section to monitor efficiency of daily operations.

  • Ensures facilities, equipment, tools, materials and supplies are maintained properly and are available for use. Authorizes, verifies, and initiates material to be added to stock and maintains requisitions for materials and supplies; analyzes history of equipment & facilities for recommendations on replacement/renovation.

  • Participates in the development of the sections annual budgets, monitors budgets to identify and explain variances.

  • Ensures appropriate records are maintained according to work performed and completes required forms, reports, and other documentation related to labor and cost estimates, procedures, accidents, inspection and maintenance, employee conduct; reports building, vehicle and equipment defects including vandalism and trespassers.

  • Ensures adherence to the contract document through respective COR, meets with contractors, COR and CS to resolve differences; reviews scopes of service for contracts and purchase orders; reviews claims for work items covered under contractors warranty; reviews contract compliance review/audits.

  • Develops and administers policies and programs for cleaning services among DART Operations facilities.

  • Required to monitor staff / contractor performance in the field on a recurring basis.

  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Property Maintenance and Management or related field.

  • Four (4) years of progressively responsible experience related to facilities maintenance to include a minimum of three (3) years supervisory experience in facilities maintenance or related field.

  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.

  • Knowledge of budget development/analysis, and operational cost factors.

  • Proficiency of PC software applications to include Microsoft Office or other related software applications.

WORKING CONDITIONS:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
