Description

As Performance Management Lead, you will own and continuously evolve ING Netherlands’ Performance Management North Star, Performance Management Framework, and Promotion Framework. You will drive governance, consistency and continuous improvement across performance, promotion and workforce decision-making processes, while partnering with senior leaders, HR stakeholders and management teams to foster a sustainable high-performance culture.

The team

You’ll be part of the CoE Performance and Reward team in Amsterdam: a group of 10 experienced professionals supporting Retail, Wholesale Banking, Tech, and Corporate Staff Departments. We combine expertise with pragmatism, partnering with stakeholders at all levels, staying close to market trends, and using technology and data to move from insight to action.

You’ll report to the Head of Performance & Reward Netherlands and work closely with our Global Performance & Reward colleagues onsite. It’s an international context where independence is trusted, collaboration is expected, and delivery matters.

Roles and responsibilities

In this role you will:

  • Build, maintain and evolve ING Netherlands’ Performance Management North Star, establishing the strategic vision, guiding principles and long-term roadmap for creating a sustainable high-performance culture and driving continuous improvement across performance practices.

  • Lead the development, implementation and continuous enhancement of ING Netherlands’ Performance Management Framework, ensuring alignment with business strategy, talent objectives and ING’s performance principles.

  • Drive governance and consistency across performance cycles, calibration processes and performance-related decision-making.

  • Partner with senior leaders, HR stakeholders and management teams to ensure performance outcomes are fair, objective and aligned with business priorities.

  • Co-lead the ExCo-1 Performance Calibration Sessions with the HR Director Netherlands during Mid-Year and Year-End Performance Management cycles, ensuring consistent application of performance standards and differentiated talent decisions.

  • Lead the Pay for Growth budgeting process at Mid-Year and Year-End, providing governance, oversight and decision support to ensure alignment between performance outcomes and reward investments.

  • Design and facilitate Boosting Performance capability-building sessions for managers, strengthening understanding, application and maturity of ING’s Performance Management principles and practices in close cooperation with the Talent and Development team and HRBPs.

  • Own the governance and resolution of performance management enquiries, overseeing the mailbox and ticketing process to ensure timely, consistent and high-quality stakeholder support.

  • Own ING Netherlands’ hybrid working policies and practices.

  • Simplify and optimise performance processes through digitalisation, analytics and continuous improvement to enhance employee and manager experience.

  • Own and continuously enhance the ING Netherlands Promotion Framework.

  • Govern promotion criteria, Career Growth Committee processes, calibration mechanisms and organisational blueprint requirements.

  • Ensure promotion decisions reflect demonstrated readiness, increased accountability and organisational need.

  • Drive transparency and employee understanding of career growth opportunities.

  • Maintain robust governance frameworks ensuring compliance with internal policies, collective labour agreements, audit standards and regulatory requirements.

  • Ensure appropriate controls, documentation and decision traceability across performance and promotion processes.

  • Lead governance reviews, audits and policy assessments related to workforce decision-making.

  • Provide expert guidance on governance risks, policy interpretation and framework exceptions.

  • Build organisational capability by coaching HR Business Partners, managers and senior leaders on performance, job architecture and governance practices.

  • Act as a thought leader on emerging trends and best practices in performance management, talent progression and workforce governance.

  • Drive innovation and responsible use of data and technology to improve decision quality, transparency and efficiency.

  • Bachelor’s and Master's degree in Human Resources, Business Administration, Organisational Psychology, Economics or a related field.

  • Extensive experience in Performance Management, Rewards, Job Evaluation, Talent Management or Workforce Governance.

  • Proven track record designing and leading enterprise-wide people frameworks.

  • Strong understanding of organisational design, workforce planning and governance.

  • Experience advising executive leadership teams and influencing senior stakeholders.

  • Deep expertise in job architecture and evaluation methodologies.

  • Strong governance and compliance mindset, including experience with policy implementation and controls.

  • Ability to facilitate calibration processes and complex workforce decision-making discussions.

  • Strong stakeholder management and coaching skills across senior leadership and HR communities.

  • Ability to leverage analytics, technology and continuous improvement to optimise people processes.
