Description

Stillwater PD enjoys the support of elected officials and a community that loves its police!  The department offers industry leading pay, multiple events year-around, and several opportunities outside of patrol such as SWAT, MFF, SRO, Investigations, Mental Health Coordinated Response, Firearms-DT Instructor, and a designated downtown patrol unit, to name a few. The position maintains public order throughout the City, to protect life and property, to prevent and detect crime, to enforce laws and ordinances, to apprehend criminal offenders, to provide emergency services in a professional manner that will command public confidence and respect at all times and to aid in the attainment of the department's mission.

The City is offering a signing incentive of up to $5,000, and for lateral officers, consideration toward an increased vacation schedule and wage placement.  Applications reviewed upon receipt.The essential functions of the position include, but are not limited to the following:
  • Works on rotating shifts performing security patrols, traffic control, investigation and first-aid at accidents; detection, investigation and arrest of persons involved in crimes or misconduct.
  • Works an assigned shift using independent judgement in deciding course of action; expected to handle difficult and emergency situations without assistance.
  • Maintains normal availability by radio or telephone for consultation on major emergencies or precedent.
  • Carries out duties in conformance with Federal, State, County and City laws and ordinances.
  • Patrols City streets, parks, commercial and residential areas to preserve the peace and enforce the law, control vehicular traffic, prevent, detect, and investigate misconduct involving misdemeanors, felonies and other law violations and to otherwise serve and protect.
  • Responds to emergency radio calls and investigates accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, etc.  Take appropriate law enforcement action.
  • Conducts follow-up investigations of crimes, obtains and compiles evidence.  Seeks out and questions victims, witnesses and suspects.  Develops leads and tips.  Searches scenes of crimes for clues.  Takes measurements and draws diagrams of scene.  Analyzes and evaluates evidence and arrests offenders.  Prepares cases for filing of charges and testifies in court proceedings.
  • Prepares a variety of reports and records including officer's Daily Log, reports of investigation, field interrogations reports, alcohol reports, influence reports, intoxilyzer check lists, bad check forms, vehicle impoundment form, traffic hazard report, etc.
  • Undertakes community-oriented police work, and assists citizens with such matters as locked or stalled vehicles, crime prevention, drug abuse resistance education (DARE), traffic safety, etc.
  • Coordinates activities with other officers or other City departments as needed, exchanges information with officers in other law enforcement agencies, and obtains advice from the City Attorney, and County Attorney’s Office regarding cases, policies and procedures, as required.
  • Maintains contact with police supervisory personnel to coordinate investigation activities, provides mutual assistance during emergency situations and provides general information about Department activities.
  • Maintains department equipment, supplies and facilities.
  • Maintains contact with general public, court officials, and other City officials in the performance of police operating activities.
  • Serves as a member of various employee committees.
  • Performs other work as directed and/or assigned.

  • Must have an Associate's Degree in Law Enforcement, Criminal Justice or related field OR must have completed the Minnesota Board of Peace Officer Standards and Training requirements for reciprocity or military reciprocity by date of hire.
  • Must be eligible to be licensed as a full-time Police Officer by date of hire.
  • Must possess a valid and unrestricted Minnesota driver's license (or a driver's license from a contiguous state if not a Minnesota resident), or be able to obtain one prior to employment and must have the ability to drive
 
Desired Qualifications:
Education
  • Bachelor’s degree in Law Enforcement or Criminal Justice
  • POST License
 
Experience
  • Five or more (5+) years of experience related to the performance of Patrol Officer duties

Knowledge, Skills and Abilities 
  • Considerable knowledge of the principles of modern police work.
  • Considerable knowledge of scientific methods of crime detection, criminal identification and crime prevention.
  • Thorough knowledge of federal, state, and local laws and ordinances which are enforced by the department.
  • Ability to work professionally with other employees and to deal with the public in a friendly, tactful manner.
  • Ability to communicate ideas and explanations clearly in English, both orally and in writing.
  • Ability to make fair and effective decisions in emergency and non-emergency situations.
  • Ability to work independently with little supervision and to perform required job tasks in a manner that attains the mission of the department.
  • Knowledge of computers and Windows-based spreadsheet and word processing programs.
 
Special Equipment
Personal computer, including word processing and specialized software, police radio, phone, typewriter, calculator, fax machine, copy machine, police car, police radio, asp baton, handcuffs, breathalyzer, pager, first aid equipment, M.D.T., mobile camera, tape recorder, hand gun, and other police weapons.

No felony conviction.Complexity
In addition to work that requires many different processes and methods, work also demands great depth of analysis to identify the nature and extent of problems, develop new methods, and deal with many variables including some that are unclear or conflicting. This includes factors inside of the industry.
 
Responsibility
Supervision Needed:  This position both (a) operates under minimal supervision based on overall objectives and available resources and (b) must make decisions based on inadequate guidelines that require considerable interpretation and force the employee to plan all the phases of the assignment and develop some new methods.
 
Supervision Given:   High coordination of work with other individuals, e.g., Project Lead or First level supervisory, or managerial roles in charge of an individual function.
 
Impact:  Work affects a wide range of professional projects or administrative activities of the organization, influences internal or external operations, or impacts many people.
