About the role
ECR Engineering is seeking a Project Manager with strong analytical skills, attention to detail, effective communication, and leadership abilities. The role involves reviewing water infrastructure drawings, managing service endorsement requests, developing project scopes, coordinating consultants on engineering tasks and quality assurance. Responsibilities
• Review, interpret, and comment on water infrastructure drawings (pipes, service connections, pump stations, among others) for compliance with codes and regulations.
• Interpret geographic information system (GIS) maps.
• Issue recommendation, evaluation, and endorsement letters drafts.
• Receive, review, assign, follow-up, and deliver water and sanitary service endorsements requests.
• Supervise personnel in charge of performing field investigations and inspections, drawing reviews, and related reports.
• Evaluate water infrastructure field tests and inspections and prepare related reports.
• Prepare and/or update logs for client information and invoices.
• Develop project preliminary scope of work, prepare Request for Proposal (RFP) for Preliminary Engineering Report (PER), evaluate proposals, obtain proposal approval from client, and coordinate consultant’s Task Order execution.
• Evaluate PER document, coordinate planning studies, review preliminary cost estimate and schedule, coordinate PER presentation meeting with project stakeholders, and prepare meeting minutes,
• Prepare RFP for Engineering Design Services and field studies, evaluate proposals, obtain proposal approval from client, coordinate consultants Task Order execution, and coordinate kickoff meeting and initial site visit with design consultant and project stakeholders.
• Coordinate with design consultant all engineering tasks, perform quality assurance/quality control (QA/QC) of design deliverables, including design drawings, technical specifications,
opinion of probable construction cost, and schedule, coordinate and conduct design workshops, and prepare workshop meeting minutes.
• Evaluate consultants’ invoices, prepare invoice documentation for approval by client, and track all invoices status until payment.
• Provide support to Permitting Manager to obtain all necessary documentation to submit and obtain approval of permits required by Government and Regulatory Agencies.
• Provide support to Land Acquisition Specialist to obtain all necessary documentation to acquire all land, right-of-way, and easements required for the project.
• Prepare Bid Documents, coordinate bid announcements with newspapers, coordinate and conduct Pre-Bid meeting, prepare Pre-Bid meeting minute, prepare Bid Addendums, coordinate with consultants’ answers to proponents’ questions, and participate in the Bid Opening meeting.
• Participate in the Pre-Construction meeting.
• Perform any other task assigned by ECRE’s management personnel.
Requirements
• Bachelor’s degree in engineering from an accredited university.
• 5-10 years of experience managing capital projects.
• PR Professional Engineer (P.E.)
• Experience in Engineering Management
• Must be fluent in Spanish and English
• Strong knowledge in Microsoft Office (Word, Excel, Teams, SharePoint)
• Must have excellent interpersonal skills with coworkers and clients
