The opportunity
Help shape a new state agency by building the team and practices that support its people. The newly established North Carolina Council of District Attorneys seeks an experienced, collaborative Human Resources Director to develop its HR operations in support of North Carolina’s elected District Attorneys and the prosecution function of the State of North Carolina.

Position overview
The Human Resources Director leads the Council’s HR function and provides direct, practical support to leadership, District Attorneys, managers, and employees. The role combines strategic planning with hands-on service, building HR capacity as the Council develops and preparing personnel operations for the transfer of services to the new agency.
The Director will help leadership develop personnel policies and establish consistent processes for serving Council employees and District Attorney teams. Close collaboration with legal counsel, fiscal staff, and other agency partners will be essential to delivering reliable guidance and timely service.
Duties and responsibilities
Establishing HR operations
- Develop a plan for building the Council’s HR team and services, including staffing needs, work priorities, responsibilities, and service standards appropriate to the agency’s mission.
- Coordinate the transition of personnel services, records, and processes with agency partners. Identify dependencies, resolve gaps, and help maintain continuity of support for District Attorney offices.
- Create clear guidance and communication channels so employees and hiring authorities know how to obtain assistance and understand their responsibilities.
Personnel programs and policies
- Plan and administer recruitment, selection, retention, classification, compensation, benefits, leave, performance management, training, and employee relations programs.
- Develop and interpret personnel policies and procedures; advise leaders on HR decisions; and coordinate compliance with applicable employment requirements, equal opportunity standards, and accessibility obligations.
- Oversee HR information systems and personnel records, coordinating accurate employee data and personnel actions with payroll and fiscal staff.
- Coordinate workplace safety, health, and workers’ compensation programs with appropriate partners.
- Support organizational design and workforce planning; analyze personnel trends and recommend improvements to staffing, processes, and HR services.
Support for District Attorneys and employees
- Provide responsive personnel guidance to District Attorneys and their teams, recognizing the needs of prosecution offices and the respective roles of hiring authorities and Council leadership.
- Work with legal counsel and leadership on sensitive employee concerns. Explain available processes, document decisions, and provide consistent follow-through.
- Help managers use performance conversations, onboarding, and staff development to support employees and strengthen their teams.
- Prepare practical implementation guidance when personnel policies or services change, with attention to the effect on offices across the state.
HR team leadership and agency partnerships
- Build and supervise the HR team; manage hiring, assignments, performance reviews, staff development, and retention, with active involvement in daily service delivery.
- Identify HR operating needs and coordinate the function’s financial requirements with fiscal leadership.
- Advise agency leadership and collaborate with the Office of State Human Resources and other partners on personnel matters and shared projects, as applicable to Council operations.
- Assess service results and emerging needs, introduce process improvements, and guide change with clear communication and collaborative problem-solving.
Knowledge, skills, and abilities
- Broad knowledge of HR principles, management practices, personnel administration, and applicable employment laws and equal opportunity requirements.
- Experience across several HR disciplines and skill in applying policies to complex personnel situations.
- Ability to evaluate trends, develop practical recommendations, and translate organizational needs into HR plans.
- Skill in supervising staff, coordinating work, and building effective working relationships.
- Ability to explain personnel matters clearly, prepare policies and reports, and handle sensitive issues with discretion.
- Ability to establish new processes, learn unfamiliar operational needs, and adapt HR services as an agency develops.
- A service-oriented approach to supporting elected District Attorneys, employees, and colleagues across varied locations and roles.

Minimum Education and Experience
Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree in human resources or a related field from an appropriately accredited institution and at least five years of experience in human resources, including three years in an HR leadership position; or an equivalent combination of education and experience.
Management Preferences
Experience delivering HR services in North Carolina state government; establishing or improving personnel policies and systems; and supporting geographically dispersed offices. Experience guiding organizational transitions and developing a small HR team is also preferred.
