Description
Medford Water is seeking a skilled Facilities Project Manager to join our team!
Position ensures buildings, grounds, equipment, and related structures are maintained in good working condition, which includes coordination of contractors and vendors for the buildings, grounds, maintenance, custodial and general upkeep of facilities. Position coordinates, maintains and performs all activities related to buildings, grounds, equipment and related structures for non-process related functions; including coordination of all facilities contractors and vendors of the Operation Center, Duff Water Treatment Plant, Big Butte Springs and the reservoirs/pump stations of Medford Water. Overseeing facilities management, this position provides advanced technical knowledge and support. Active Communication and Respectfulness of co-workers and public are skills required for this position, as are incorporating Medford Water Commission Values into daily activities.
- Assist in Commissioning activities of Medford Water Operation Center with construction contractor
- Develop and maintain policies, procedures, and standards for facilities operations
- Analyze and recommend capital improvement projects for the repair and maintenance of facilities
- Develop and maintain preventative maintenance schedules
- Oversee operations, maintenance and repair of physical building controls and systems including HVAC, electrical, mechanical, plumbing, lighting system, fire suppression, security, irrigation and landscape systems
- Establish contracts with contractors, vendors, outside service providers for maintenance, repair or capital projects as needed. Contracting responsibilities may include evaluating contractor qualifications, writing scope of work documents, and related contracting process procedures
- Manage facilities work order system
- Acquire building, electrical, mechanical, etc., permits for projects
- Purchase maintenance supplies, tools, equipment and reconcile purchase orders/invoices
- Assist and monitor budget related to facilities, grounds, equipment and related structures
- Coordinate and communicate facilities repairs, maintenance and improvements with management and staff
- Conduct and coordinate inspections of facilities
- Schedule work with appropriate supervisor when process area affected
- Responds to safety reviews of facilities, spaces and equipment
- Responds to unscheduled or emergency events related to facilities
- Other related duties as assigned
KNOWLEDGE/SKILL: Understanding commercial HVAC, mechanical, electrical, plumbing and other systems of facilities, including methods, materials and tools used in the repair and maintenance of buildings, including use of sophisticated testing equipment necessary to troubleshoot mechanical problems, Materials and landscape maintenance practices, and Safety practices and procedures including operating practices of grounds maintenance equipment and hand tools; ABILITY TO: Evaluate overall building needs to develop maintenance program, Understand and apply Federal, State and local laws and regulations related to facilities management, Organize and prioritize a variety of projects and tasks, Operate computer programs such as Microsoft Word, Excel and Outlook including facilities tracking/work order programs, Ability to perform effectively under pressure, work independently, maintain flexibility in meeting changing requirements and deadlines, exercise discretion in handling confidential and sensitive matters; Ability to express self clearly, concisely, orally, in writing, and to establish and maintain effective working relationships with leadership, co-workers, contractors, and the public; Ability to follow established Medford Water Commission policies and procedures. Training, Experience and Licensing Required
High School/GED graduation; Two-year technical certificate in facilities maintenance, HVAC, electrical, mechanical, or plumbing; Five (5) or more years of experience in facilities management with demonstrated experience in building/grounds maintenance, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of position such as listed above. Valid Oregon Driver’s License and acceptable driving record. Possession of and ability to maintain licenses/certifications associated such as: Oregon State Limited Electrical Maintenance License (LME) or greater, Building Operation Certificate, Oregon Journey HVAC/R, and/or Building Automation System Certification.
Work performed includes a combination of office, facilities, grounds and local field activities which may involve exposure to dirt, noise, hazardous materials, confined spaces, and adverse weather conditions. Employee will frequently work alone, and the anticipated work schedule is regular business hours Monday through Friday. Positions in this class typically require kneeling and crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions. Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, poor ventilation, chemicals, and extreme temperatures.
Medium work: Exerting up to 50 pounds of force occasionally and/or 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
