Description
- Perform a variety of field and office work in support of the City's local code enforcement program, enforce compliance with City regulations and ordinances including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, water waste, and other matters of public concern.
- Conduct field investigations; inspect properties for violations; attempt to make contact at the residence or business to resolve violations, issue and post warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations. Schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances, issue administrative and parking citations, and notices of violation as necessary.
- Patrol assigned area in a city vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
- Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
- Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceedings as required.
- Participate in the implementation of the City's Rental Registration program; patrol the City, record location of rental properties, and update the City's Rental Registration program; conduct inspections as needed; enter calls into computer system and track case progress.
- Requires the ability to utilize a variety of advisory data and information, such as city codes, state statutes, zoning maps and code enforcement books, site plan approvals, and sub-division plans.
- Operate computer to enter, process, and acquire data relative to complaints, inspection sites, effective code enforcement, and research complaints.
- May assist in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.
- The ability to work in a team environment; contribute as a team member and treat co-workers, subordinates, and customers with respect.
- Build professional relationships with internal staff and customers and outside agencies in the enforcement of zoning regulations; provide research and documentation for meetings; interpret and explain municipal codes and ordinances to members of the public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.

- Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of City zoning and related municipal codes and ordinances; interview complainant and witnesses; conduct investigations and provide recommendations for resolution.
- Requires ability to analyze and recognize potentially hazardous and hostile situations and apply the correct skills necessary to deescalate those situations.
- Communicate effectively both orally and in writing. Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
- Participate in supervising the work of volunteers engaged in community clean-up and preservation activities; determine locations and type of work to be performed.
- Assist with health inspections of commercial food establishments and mobile food units, enforces ordinances, conducts re-inspections, and provides safe food handling practices education.
- Assist with mosquito abatement program as needed.
- Assist with swimming pool and spa inspections as needed.
- Offer flexibility and adaptability, especially during times of change.
- Perform any other related duties as required or assigned.
High School Diploma or G.E.D., and two (2) years customer service experience, one (1) year of which is in a Code Enforcement Officer in Training role, or equivalent combination of education and experience.
Must possess and maintain a Code Enforcement Officer License from the Texas Department of Licensing and Regulation (TDLR) or obtain one within 6 months of employment.
Must possess a Valid Class “C” Driver's License.
Must pass a pre-employment drug screen, criminal background check and MVR check.
This position is subject to periodic CJIS background checks.
