 POSITION OVERVIEW 

 We’re looking for an APD Regional Project Manager to lead construction, renovation, and maintenance projects across Azure facilities and properties in the Dufur area. This is a hands-on, field-oriented position for someone with broad construction knowledge who can take a project from the ground up, lead crews and subcontractors, solve problems in the field, and deliver quality work while keeping schedules and costs under control. 

This position reports to and works closely with the Director of Building & Maintenance and serves as the primary APD lead for assigned regional projects. The role involves reading plans, determining labor and material needs, organizing the work, coordinating people and trades, and taking ownership of day-to-day execution. While some desk work is part of the job, this is primarily a field-oriented position that balances administrative responsibilities with on-site leadership—managing the jobsite, working alongside the crew when needed, coordinating vendors, purchasing materials, tracking costs, and handling the administrative work that keeps projects moving.

Projects range from residential repairs and renovations to substantial commercial construction and facility improvements.

Requirements

KEY RESPONSIBILITIES

• Manage assigned construction, renovation, maintenance, and facility improvement projects from planning through completion
• Lead APD team members, crew leads, subcontractors, and others on regional projects—set daily priorities, sequence work, give clear direction, and keep projects moving safely and efficiently
• Provide practical construction leadership across concrete and foundations, wood and metal framing, insulation, roofing, siding, exterior finishes, interior build-outs, general repairs, and facility maintenance; work alongside the crew when needed for instruction, troubleshooting, or quality control
• Read and interpret construction plans, specifications, and project documents
• Develop work sequences and coordinate labor, materials, equipment, subcontractors, vendors, deliveries, inspections, and other project needs
• Assign work based on skills and project needs, communicate clear expectations for workmanship and productivity, and help team members grow their construction skills
• Manage payroll and timekeeping for assigned team members and participate in hiring, onboarding, coaching, and performance management
• Work within project budgets, track costs, purchases, and labor, and look for practical ways to control expenses without compromising safety or quality
• Develop material lists, obtain pricing, coordinate purchasing and deliveries, and make supply runs when needed
• Build strong working relationships with contractors, tradespeople, suppliers, and local partners
• Coordinate effectively with electrical, plumbing, HVAC, excavation, concrete, and other specialized trades
• Monitor workmanship and ensure completed work meets Azure’s standards for quality and completeness
• Coordinate construction and maintenance needs at Azure facilities within the region and respond to unexpected issues as they arise
• Track invoices, receipts, purchases, labor, and project costs; maintain useful spreadsheets, schedules, and documentation
• Communicate clearly with the APD Director, APD team, facility managers, contractors, and vendors
• Use spreadsheets, email, project tracking tools, and (preferably) SketchUp or similar software for layouts, estimating, or planning
• Travel regularly between Azure facilities, properties, vendors, and project sites throughout the assigned region in Oregon and Southern Washington.

QUALIFICATIONS

• Proven experience managing construction crews and successfully completing construction, renovation, or maintenance projects
• Strong practical knowledge of construction methods and sequencing from the ground up (concrete, framing, insulation, roofing, siding, interiors, and general building practices)
• Comfortable directing the work, solving field problems, and working alongside the crew when needed
• Ability to read and understand construction drawings and project documents
• Demonstrated ability to organize labor, materials, equipment, subcontractors, schedules, budgets, and multiple priorities
• Strong leadership, decision-making, and problem-solving skills
• Reliable and organized with the ability to manage purchasing, invoices, payroll, spreadsheets, and field demands
• Clear verbal and written communication skills and the ability to maintain good working relationships
• Comfortable using computers for email, invoices, spreadsheets, purchasing, and project tracking; SketchUp or comparable software preferred
• Represents Azure with integrity, transparency, respect, and personal responsibility
• Willing and able to travel regularly throughout the assigned region
• Valid driver’s license and eligible to operate company vehicles
•  Candidates must successfully pass a pre-employment drug screening and background check before advancing in the hiring process. 

PREFERRED

• 5+ years of progressively responsible construction experience, including crew leadership or project management
• Experience with ground-up construction, renovations, facility improvements, and both residential and commercial work
• Experience supervising internal crews, coordinating subcontractors and trades, developing material takeoffs, and managing budgets, schedules, and costs
• OSHA construction safety training or equivalent field safety experience

WORKING CONDITIONS

• This role requires regular travel to Azure facilities, properties, and active construction sites throughout Oregon and Southern Washington. Work is performed in a variety of environments, including office, residential, warehouse, agricultural, industrial, maintenance, and construction settings.
• Employees are expected to wear appropriate clothing and footwear suitable for the weather, work environment, and assigned duties. Working conditions may include exposure to inclement weather, a wide range of temperatures, elevated work areas and heights, uneven terrain, loud noise, heavy equipment, and other conditions associated with active jobsites.
• Hours may vary based on project needs, inspections, contractor schedules, facility priorities, and emergencies. Early mornings, evenings, and weekends may occasionally be required.
• The position involves walking active jobsites, climbing stairs and ladders, working around construction equipment, standing for extended periods, and lifting or moving materials, tools, and supplies as required to perform assigned duties.
