Description
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. This position requires a consistent presence in the work environment and regular attendance. Employees are expected to adapt to emergency situations and fulfill other duties as assigned to maintain the safety and service of our residents and employees.
Focus: Operations, Finance, and Performance Metrics
Financial Oversight & NOI: Prepares and analyzes reports detailing Net Operating Income (NOI), maintenance budgets, and long-term capital plans. Monitors monthly performance against budget projections and adjusts operating strategies to meet financial goals.
Occupancy: Ensures occupancy levels for all sites meet or exceed budget.
Marketing: Stays abreast of market conditions to develop and implement effective marketing strategies.
Rent & Rent Collections: Maximizes rental income and collection fees while actively monitoring rent variations and aging reports to ensure timely collections and revenue stability in accordance with approved budgets.
Maintenance & Capital Projects: Coordinates with the Maintenance Superintendent to ensure the timely processing of work orders. Reviews capital replacement plans to ensure they align with Physical Needs Assessments (PNA) and approves workmanship for major contract repairs (plumbing, electrical, etc.).
Physical Inspections: Conducts regular scheduled and unscheduled site visits to ensure the marketability, curb appeal, and safety of both interior and exterior community spaces.
Expenditure Control: Maintains strict control over on-site spending, including the review and approval of purchase requisitions exceeding $500.
Focus: Personnel, Compliance, and Administration
Talent Management: Analyzes personnel needs across the portfolio. Ensures staff documentation and performance plans are managed in a timely manner alongside Human Resources.
Compliance & Policy: Directs compliance teams to ensure adherence to affordable housing program regulations. Addresses non-compliance through coaching, mentoring, and accountability measures for Property/Community Managers.
Staff Development: Promotes continuing education through seminars and training programs. Coaches field staff on Standard Operating Procedures (SOPs).
Resident Relations: Handles escalated resident concerns, reviews responses to resident surveys, and evaluates requests for policy exceptions.
Strategic Planning: Works with financial analysts to prepare annual budgets and contributes to the development of five-year portfolio plans.
Operational Integrity: Ensures all properties operate ethically and responsibly, including the oversight of generative AI tool usage among staff and participation in emergency response guidelines as needed.
Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees.
Participate in Trauma Informed Care (TIC) initiatives, including training, workgroups, project assignments, etc., that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.
Employees are expected to use Generative AI solutions ethically and responsibly.

Education
Required
Bachelor's Degree from an accredited four-year college or university in Business, Property Management, Real Estate Management, Public Administration, or a related field.
An additional eight (8) years of related experience may be considered in lieu of the degree requirement.
Experience
Required
Six (6) years of experience in property management of multifamily properties, including LIHTC.
Four (4) years of supervisory management experience.
Must have the ability to learn and use cloud applications such as the Google GSuite applications, including but not limited to Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets, and Slides. Understand document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud-accessible applications including but not limited to One Drive, Outlook, Word, Excel, and PowerPoint, or MAC or PC desktop equivalent, is acceptable.
Proficiency with Yardi, Real Page, or other property management software.
Successful completion of a criminal history background check, education, and work history verification, and drug screening test.
Preferred Education and Experience
Certified Apartment Manager or Certified Apartment Portfolio Supervisor.
Certified Property Manager or Accredited Residential Manager.
Certified Senior Professional Housing Manager or Certified Management Executive.
Ability to learn cloud technologies such as LucidChart for diagrams, workflow, and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.
License + Certificates
Required
Texas Class “C” driver’s license at the time of placement and insurable by the organization’s fleet and liability insurance carrier.
Must have the ability to earn certifications as required by assigned tasks.
