Senior VP / VP, Government Affairs and Partnerships

As a key member of the Government Affairs and Partnerships business unit of IIX, you will help drive key stakeholder relationships, business development, and support the strategic direction of the team for long term growth and profitability. . We seek a proactive, creative problem-solver, passionate about growing the impact investing and sustainable finance space through IIX’s initiatives across emerging markets, with the ability to drive results.

Scope of Work

1. Strategic Market Insights and Partnerships
   1. Lead the research on new and emerging impact investment, sustainable finance, and MSME sector trends to help assess business development and knowledge positioning opportunities for IIX
   2. Understand and deepen IIX’s business and presence in existing markets by driving a knowledge- and network-led engagement with clients, development partners, and government stakeholders, including strategic thought pieces, convenings, and partnered events.
   3. Identify and help prioritize new markets and regions for IIX’s expansion, leveraging the existing institutional relationships and business model while nurturing new funding pursuits, working closely with the department head and IIX leadership
   4. Envision and suggest areas of strategic collaboration with key policy, government, and other ecosystem partners
      
2. Business Development
   1. Assess the development sector and overall funding landscape for IIX to identify and pursue key opportunities, including preparing concept notes, proposals, and capability documents, in close collaboration with other IIX teams and partners
   2. Source, prepare and submit requests for proposal (RFPs) and expressions of interest (EOIs) from global and regional tendering organizations
   3. Prepare external marketing and strategic business development materials by working closely with other teams
      
3. Knowledge Products and Project Implementation Support
   1. Support the design of project implementation plans to support a seamless delivery of projects by respective teams
   2. Drive the implementation of policy and research deliverables across projects and with other IIX teams
   3. Translate market mapping and understanding into knowledge outputs, such as blogs and primers, to support business development and stakeholder engagement
   4. Collaborate with colleagues from other teams on inter-department ongoing project management and strategic pursuits
      
4. Team Management and Leadership
   1. Manage, guide, and mentor a small but growing Government Affairs team, driving collective outcomes and building for long-term growth
   2. Understand and support the team in assimilating content and subject-matter knowledge relevant to IIX, including impact investment, SME ecosystem, sustainable finance, and policy landscape

Requirements:

1. Master's degree in International Relations, Public Policy, Development Finance, Economics, Business Administration, or a related field.
2. Minimum 10-12 years of progressively senior experience in impact investing, sustainable finance, development finance, or government/multilateral partnerships, with a track record of driving business development at scale.
3. Demonstrated success leading proposal development and securing funding from multilateral institutions, DFIs, bilateral donors, or governments, including complex RFPs and EOIs.
4. Established network of relationships with government agencies, multilateral institutions, donors, and corporates across emerging markets, with the credibility to open new doors independently.
5. Prior experience managing or mentoring a team, with the ability to build capability and set direction for a growing function.
6. Strong strategic and analytical orientation, with the ability to translate market research into actionable positioning, new market entry decisions, and funding pursuits.
7. Excellent written and verbal communication skills, including experience representing an organization in high-level convenings, policy dialogues, or donor negotiations.
8. Demonstrated ability to operate with significant autonomy while aligning closely with department and organizational leadership.
9. Deep familiarity with the impact investing, sustainable finance, or MSME ecosystem; direct experience in one or more of IIX's focus geographies is an advantage.
10. Willingness to travel extensively for partner engagement, business development, and program delivery.

You also understand that your duties may include performing work for IIX’s affiliates, and IIX Foundations from time to time. You will also be involved in ad hoc projects as and when required.

You will report to Senior Director for Government Affairs and Partnerships.
