Community Mobilization & Engagement
Organize and facilitate village-level meetings, focus groups, and participatory planning (e.g., community action plans, small group training, and learning sessions).
Build trusted relationships with community leaders, women’s groups, youth, people with disabilities, farmer groups, savings groups, and other local structures.
Support community awareness on project goals, roles, accountability mechanisms, and safeguarding.
Facilitation of Training & Learning
Deliver or co-facilitate training (e.g., financial literacy, savings groups, inclusive livelihoods, gender and social inclusion, basic nutrition/household practices) using approved curricula and adult-learning methods.
Coach/supervise community volunteers/lead facilitators to sustain activities and learning cycles.
Ensure training is accessible and culturally appropriate (language, timing, venue, materials).
Inclusion, Safeguarding & Accountability
Mainstream gender, disability inclusion, and child safeguarding across all activities.
Establish and maintain feedback, complaints, and response mechanisms at community level.
Proactively identify and mitigate risks (including protection concerns), escalating per protocol.
Partnerships & Coordination
Coordinate with ward/village leaders, ABG/local government officers, church networks, and civil society actors to align efforts and avoid duplication.
Participate in district/ward coordination forums and contribute to joint planning where relevant.
Support linkages to market actors, financial service providers, and relevant services.

Collect attendance, activity, and outcome data (including sex- and disability-disaggregated data) using project tools.
Conduct regular community follow-up, household visits, and simple outcome verification.
Prepare concise weekly/monthly field reports, success stories, lessons learned, and case studies.
Feed community insights into adaptive management and quality improvement plans.
Logistics & Compliance
Plan field schedules, manage session materials, and coordinate transport with the project team.
Adhere to WVI organizational policies (safeguarding, anti-fraud/corruption, data protection, safety & security).
Support procurement and asset use at community level per project guidelines
EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE
- Tertiary qualification (certificate, diploma, or degree) in Community Development, Social Work, Public Policy, Education, Agriculture/Livelihoods, or related field
- Minimum 2–3 years’ experience in community facilitation within PNG, preferably Bougainville.
- Experience in financial literacy/savings groups, gender inclusion, nutrition, agriculture, or resilience programming.
- Experience with safeguarding, protection referral pathways, and accountability mechanisms.
- Experience working with diverse groups (women, youth, people with disabilities) and local leadership structures.
- Basic digital literacy (smartphone/tablet data entry, WhatsApp/Teams coordination).
- Proven experience delivering training courses using participatory and adult-learning approaches.
- Basic monitoring and reporting skills; comfortable with data collection tools (paper or digital).
- Fluency in Tok Pisin and/or local Bougainville languages; good written and spoken English.
- Familiarity with ABG coordination processes and ward-level governance
