Description

We are working closely alongside a Local Authority in West Northamptonshire to assist with the appointment of a Housing Enforcement Officer, on a 2.5-month contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: £20.67 - £26.28 per hour

Summary:

The Housing Enforcement Officer will focus on ensuring houses in multiple occupation (HMOs) are well managed, safe and habitable, while tackling criminal, rogue and irresponsible landlords through appropriate enforcement measures. The postholder will undertake inspections, investigate complaints, assess housing risks and hazards, and take appropriate enforcement action to improve standards across the private rented sector.

Responsibilities:

  • Undertake property inspections and Housing Health and Safety Rating System (HHSRS) assessments.
  • Draft schedules of work and prepare and serve statutory notices.
  • Interview individuals under caution and execute warrants of entry where required.
  • Carry out works in default and prepare cases for prosecution or the imposition of civil penalties.
  • Give evidence at the First-tier Tribunal and Magistrates' Court where required.
  • Work collaboratively with owners and managers of licensable HMOs to ensure properties are properly licensed and meet required management, maintenance and amenity standards.

Qualification:

  • Qualified Housing Enforcement Officer with a relevant degree, or proven relevant Private Sector Housing enforcement experience.

Essentials:

  • Excellent interpersonal and communication skills, with the ability to work effectively with landlords, letting agents, residents, senior officers, Members and partner organisations.
  • Strong negotiating and advocacy skills.
  • Ability to work independently, prioritise workloads and meet tight deadlines.
  • Ability to analyse, manage and interpret information and data to support decision-making.
  • Ability to identify and implement improvements to service delivery.
