The Preconstruction Engineer plays a critical role in the planning, estimating, and development of complex electrical construction projects, with a primary focus on data centers and critical infrastructure. This position works closely with business development, operations, estimating, engineering, and project management teams to develop accurate budgets, comprehensive proposals, constructability reviews, value engineering solutions, and execution strategies before project award.

The ideal candidate combines strong technical electrical expertise with exceptional analytical, communication, and problem-solving skills to support successful project pursuits and seamless project handoffs to operations teams.

Responsibilities

Preconstruction Planning

• Collaborate with business development, estimating, engineering, and operations teams to develop project pursuit strategies and preconstruction plans.
• Review project plans, specifications, and owner requirements to identify project risks, opportunities, and scope requirements.
• Participate in budgeting, conceptual estimating, and cost analysis activities during all phases of project development.

Estimating & Cost Analysis

• Assist in the preparation of detailed quantity takeoffs, labor estimates, material pricing, and subcontractor evaluations.
• Develop conceptual, schematic, and design-development estimates for construction projects.
• Support the evaluation of alternate systems, materials, and construction methods to optimize project value.

Technical Review & Engineering Support

• Perform constructability reviews of drawings and specifications.
• Identify design conflicts, scope gaps, and coordination challenges prior to construction.
• Provide technical expertise related to power distribution, medium-voltage systems, critical power infrastructure, and data center electrical systems.

Value Engineering

• Develop and present value engineering recommendations that improve cost, schedule, quality, and constructability.
• Analyze design alternatives and provide recommendations that align with client objectives and project requirements.

Proposal Development

• Assist in the preparation of proposals, qualifications packages, scope narratives, schedules, and bid submissions.
• Support presentations and meetings with clients, consultants, and project stakeholders.
• Coordinate with internal teams to ensure proposal accuracy and completeness.

Vendor & Subcontractor Coordination

• Solicit and evaluate supplier and subcontractor quotations.
• Build relationships with key vendors and subcontractors to obtain competitive pricing and technical support.
• Review scopes of work to ensure alignment with project requirements.

Project Transition

• Facilitate the handoff of awarded projects to project management and field operations teams.
• Ensure all preconstruction documentation, estimates, assumptions, and project risks are thoroughly communicated.

Client Engagement

• Engage with clients during the preconstruction process to understand project goals, budget constraints, and schedule requirements.
• Provide technical support and guidance to clients throughout project development.

Qualifications

• Bachelor's degree in Electrical Engineering, Construction Management, or a related field preferred.
• 3+ years of experience in electrical construction, estimating, preconstruction, project engineering, or project management.
• Experience supporting data center, mission-critical, industrial, or large commercial electrical projects preferred.
• Strong understanding of electrical systems, construction methods, and industry best practices.
• Ability to read and interpret construction drawings, specifications, and contract documents.
• Experience with estimating software, Bluebeam, AutoCAD, Revit, or similar construction technology platforms.
• Strong analytical, organizational, and problem-solving skills.
• Excellent written and verbal communication skills.
• Ability to manage multiple priorities in a fast-paced environment.
• Commitment to safety, quality, and continuous improvement.

Preferred Qualifications

• Experience with medium-voltage power distribution systems.
• Knowledge of mission-critical or data center construction environments.
• Experience with conceptual budgeting and design-build project delivery methods.
• Understanding of BIM coordination and constructability review processes.
• Professional Engineer (PE), FE/EIT, or industry certifications are a plus.

Work Environment

• Primarily office-based with frequent collaboration meetings and project planning sessions.
• Periodic travel to project sites, client locations, and vendor facilities.
• Exposure to active construction environments, including noise, dust, weather conditions, and varying terrain.
• Use of computers and digital estimating, scheduling, and design software for extended periods.
