The Opportunity:

The Program Manager will coordinate Agile delivery across product managers, developers, QA engineers, and federal stakeholders. This role guides architecture, DevSecOps implementation, cloud native design, and infrastructure as code practices while mentoring teams and removing roadblocks that impede technical execution.

In this position, you will serve as the engineering authority within cross functional delivery teams, ensuring architectural consistency, governance compliance, and alignment to mission objectives. You will support both day-to-day delivery and long-term modernization strategy for AWS hosted, microservices based platforms.

 

As the Program Manager you will be charged with building cohesive, high-performance engineering teams in federal cloud modernization environments. In addition, you will define and enforce the technical strategy, coach teams, guide architectural decisions, resolve impediments, and ensure secure, scalable, and compliant system delivery. You will balance hands on engineering leadership with cross team coordination, enabling both accelerated delivery and long-term platform stability.

 

Responsibilities:

•        Agile Technical Leadership

o   Plan and deliver software within Agile frameworks, coordinating sprint execution and participating in program level ceremonies.

•        Partner with Product Managers to translate business direction into actionable technical plans and achievable increments.

•        Architecture & Engineering Direction

o   Define architectural standards, patterns, and conventions for cloud native applications, microservices, and API design.

o   Lead technology stack selection supporting scalability, maintainability, and federal security expectations.

o   Establish and optimize CI/CD pipelines and development workflows, ensuring alignment with program architecture and DevSecOps practices.

•        Cloud Platforms & Infrastructure as Code

o   Build serverless and containerized platforms on AWS using services such as Lambda, API Gateway, EKS, ECS/Fargate, and distributed messaging.

o   Implement infrastructure as code with Terraform or CloudFormation to ensure consistent, secure, and automated environment deployments.

o   Security, Governance & Compliance

o   Ensure engineering teams comply with federal security guidelines, governance controls, accessibility requirements, and program objectives.

o   Embed secure coding and DevSecOps practices, including automated scanning, vulnerability mitigation, and policy as code.

•        Mentoring & Cross Team Enablement

o   Mentor developers, SDETs, cloud engineers, and DevSecOps personnel across multiple scrum teams; elevate engineering standards and delivery quality.

o   Remove technical roadblocks and facilitate team communication across QA, security, operations, and management.

 

Qualifications:

Required:

•                    Bachelor’s degree with 15+ years of professional engineering experience.

•                    Expertise in cloud architecture with at least one major provider (AWS preferred).

•                    Proven experience across:

• • • Agile delivery and team leadership
    • CI/CD pipelines and Git based workflows
    • Full stack engineering (Java/Node.js, modern front-end frameworks)
    • API design and microservices
    • Databases (relational and NoSQL)
    • Testing strategies and federal security practices

•                    DHS EOD background investigation

 

Desired:

•                    AWS certifications such as Solutions Architect Professional, DevOps Professional, or Security Specialty.

•                    Experience with Docker, Kubernetes, JMS, SQS/SNS, Kafka, Lambda, NiFi, and PKI environments.

•                    Familiarity with Mocha or Chai, DevOps environments, Istio service mesh, and OpenAPI 3.0.

•                    Excellent communication, documentation, mentoring, and stakeholder coordination skills.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$113,200 - $237,800
