BACKGROUND

WFP Bangladesh CSP 2022-2026 began in January 2022 and will contribute to the WFP Strategic Plan and Sustainable Development Goals through four strategic outcomes along with number of activities.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

The IT Solutions Assistant will report to the IT Officer – TEC for Government and in coordination with the Social Protection Programme Officer. S/He will be responsible for the following tasks:

System Development and Optimization:

1. Collaborate with the MIS Officer to design and develop different MCBP and VWB MIS modules.

2. Participate in performance monitoring, measurement, and capacity planning of integrated solutions.

3. Provide technical expertise in reviewing deployed solutions and standardized configurations, recommending changes to improve system performance. Develop software to implement the architecture of IT solution and comply with data model following corporate IT recommendations.

4. Collaborate on maintaining the continuous improvement (CI) and continuous deployment (CD) infrastructure.

5. Create an inspiring team environment with an open communication culture.

6. Other duties related to software development and TEC Operations as required.

7. Collaborate with the team to ensure continuous data entry of new MCBP and VWB beneficiaries' information in the MIS.

8. Assist in providing MIS support to ensure monthly payments via G2P (Government to Person) for the MCBP beneficiaries.

9. Support coordination with the Finance Division for timely G2P payment processes.

Integration and Server-Related Issues:

1. Collaborate with relevant authorities, such as Bangladesh Computer Council (BCC) and Election Commission (EC), on integration and server-related matters

2. Collaboration with Ministry of Health, Ministry of Social Welfare to ensure system integration between ministries

3. Maintenance and optimization of cloud server

Data Confidentiality and Security:

1. Work on implementing and enabling features in the MIS to ensure compliance with Bangladesh Government's data protection policies and guidelines, as well as WFP's standards.

2. Contribute to ensuring data confidentiality and security measures are maintained within the MIS.

Capacity Building:

1. Transfer skills and knowledge to the DWA MIS Unit to maintain an effective MIS system for selected social protection programmes.

2. Provide support in updating the MIS as required by the schemes' processes.

Stakeholder Integration:

1. Assist in coordinating and facilitating the integration process of the MCBP and VWB MIS with relevant stakeholders, including ministries and payment providers, in consultation with DWA.

2. Any other relevant tasks assigned by the supervisor.

QUALIFICATIONS AND EXPERIENCE:
 
Education: Completion of University Degree (Bachelor's or equivalent) is required.  Education in Computer Science or in any relevant field is preferable. 
Experience: At least 5 years of overall experience in Designing and Developing Software Solutions or in any other relevant fields.
Language: Fluency in spoken and written both in English and Bangla language.

DESIRABLE

1. Hands-on experience performing large-scale software development, using Java Spring Boot, MySql
2. Working experience with cloud infrastructure such as AWS or Azure.
3. Good understanding of SDLC (Systems Development Life Cycle) e.g., Agile and DevOps methodology for delivering solutions is required.
4. In-depth understanding of Government of Bangladesh’s financial management and accounting system
5. Good troubleshooting skills and the ability to understand and resolve technical problems independently.
6. Ability to work well and punctually under pressure
