Description
The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.
Reporting to the District Safety Health and Environment Officer (DSHEO), the Senior Manager, Safety, Health and Environment (SM, SHE) is responsible for supporting the strategic approach to SHE management across WKCDA, ensuring compliance with all internal policies and statutory requirements. The post holder will deputise for the Head, SHE in his absence, provide guidance to the SHE Team members, and lead the planning and implementation of safety measures for WKCDA’s venues.
You will be responsible for:
assisting in developing strategies to implement the Occupational Safety and Health (OSH) policy, guidelines, environment issues and objectives and ensuring compliance with applicable Hong Kong occupational safety and health legislation, regulations, codes of practices, and company standards;
conducting regular SHE inspections across WKCDA premises to maintain a safe environment for staff, visitors and contractors;
ensuring effective Safety, Health and Environment Management Systems and plans are in place for all WKCDA venues;
administering the Work Permit System to ensure SHE compliance of contractor’s works in WKCDA buildings and facilities;
assisting in monitoring and evaluating SHE performance of contractors working for WKCDA;
liaising with colleagues at all levels to support the implementation of SHE management system and maintain a good working relationship with internal Departments, external authorities and contractors on safety-related matters;
providing SHE advice and supporting to management on incident investigation and analysis. Maintain proper accident records and statistics for WKCDA staff and visitors, and produce accident statistics graphs and reports for reporting to senior management. Ensure SHE improvement and robust remediation actions are executed;
responding to enquiries from WKCDA Divisions/Departments on legislation relating to safety, health and environment;
identifying the needs and development of SHE training programmes to improve operational effectiveness for WKCDA staff;
maintaining industry-leading SHE awareness and providing advice to management on all matters relating to SHE legislation and best practice;
acting as deputy for the DSHEO during periods of leave or absence; and
performing any other duties from time to time as reasonably assigned by DSHEO and the Authority.
You should:
possess a Bachelor's degree in Occupational Health and Safety / Science / Engineering / Building Services / Occupational Hygiene, or related disciplines. Professional certifications (e.g. NEBOSH, IOSH, IIRSM) or equivalent is an advantage;
possess qualification as a Registered Safety Officer (RSO) with Labour Department is mandatory; Registered Safety Auditor (RSA) qualification would be an advantage;
have minimum 10 years of post-qualification experience in SHE management, in which at least 5 years in a managerial or supervisory role;
have in-depth knowledge of Hong Kong legislation and regulations, particularly in the Ordinance relevant to Safety and Health, Fire, Building as well as Public Entertainment related regulations;
have experience in developing and implementing safety management systems in complex, public-facing environments;
have strong leadership and management skills;
have excellent communication and interpersonal skills, with the ability to engage stakeholders at all levels;
be proficient in Microsoft Office Suite and Chinese word processing; and
have good command of spoken and written English and Chinese.
