Job Description:

Overview

Senior Manager + individual contributor driving digital modernization, process intelligence, semantic orchestration, metadata/content modeling, and AI/ML readiness within a USAFRICOM Directorate. Percentage allocations are anticipated and may adjust with evolving mission priorities.

Key Responsibilities

Leadership & Advisory (anticipated 25%)

·        Advise O‑6/SES leadership on digital modernization, workflow optimization, and knowledge engineering strategy.

·        Mentor Knowledge Engineers on metadata practices, governance, semantic standards, and workflow digitization.

·        Facilitate alignment across Directorate/CDIT/CDAO; standardize metadata/ontology approaches.

·        Oversee contractor stories/work packages and MVP increments for scope, quality, and compliance.

·        Lead communication, training, and adoption initiatives; promote digital literacy.

Individual Contributor (anticipated 75%)

Process Intelligence & Workflow Optimization (anticipated 30%)

·        Map, baseline, and digitize command workflows and Joint Staff standards.

·        Identify bottlenecks; produce versioned workflow diagrams.

·        Convert manual processes into automated/semi‑automated digital workflows using Agile practices.

Ontology, Metadata & Data Structuring (anticipated 30%)

·        Design/maintain minimum viable ontologies (OWL, RDF, SKOS).

·        Apply enterprise metadata, taxonomy, and content‑modeling standards.

·        Enable ingestion/interoperability for MSS and WDP platforms.

·        Optimize models for AI agents/LLMs to power decision tools, dashboards, and predictive analytics.

Education, Training & Adoption (anticipated 10%)

·        Train KMs and users on metadata practices, capture methods, and collaboration/data platforms.

·        Deliver structured outreach and demonstrations to support digital literacy and sustained adoption.

Contractor Oversight & Agile Work Packages (anticipated 5%)

·        Review deliverables and digital capture artifacts (e.g., JIRA, Slack).

·        Validate MVP increments against governance requirements and stakeholder priorities.

Required Qualifications

·        Bachelor’s Degree (mandatory; no substitutions).

·        10+ years in knowledge management, process engineering, or related fields.

·        Cross‑functional leadership in DoW/IC environments.

·        Hands‑on configuration/workflow automation with enterprise platforms (Microsoft 365, ServiceNow, or similar).

·        Headquarters/Joint Staff experience; familiarity with battle rhythm and command processes.

·        Ability to drive change and adoption with senior stakeholders (O‑6/SES).

·        Practical experience with metadata/taxonomy/content modeling, ontology concepts, and workflow digitization.

·        U.S. Citizenship; eligible for SOFA and country clearances.

·        DOW Clearance: TS/SCI

Desired Qualifications

·        Power Apps or Power BI for dashboards/decision support.

·        Familiarity with CDAO/CKDP frameworks, DEOS services, and DoW records management.

·        Knowledge engineering frameworks and semantic technologies.

·        Experience with ingestion/interoperability across MSS, WDP, or similar platforms.

The likely salary range for this position is $161,500 - $218,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.

Total compensation for international positions varies by tax, social security, and immigration statuses, as well as location. Generally, an international assignment may include allowances, premium uplifts, and/or relocation or transportation benefits, above base salary range noted.
