Under general direction, the Nurse Manager II directs, manages, supervises, and coordinates the activities and operations for various program services and groups of professional and paraprofessional staff providing health care services for contracted and/or county-operated facilities including, program development and implementation, program monitoring and evaluation, nursing activities, and program service coordination; and coordinates assigned activities with other divisions, departments, outside agencies, and the general public.Knowledge of
  • Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectiveness 
  • Principles and practices of supervision, discipline, leadership, mentoring, and training
  • Applicable federal, state, and local laws, codes, and regulations
  • Operational characteristics, services, and activities of assigned programs and functions
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment
  • English usage, spelling, grammar, and punctuation
  • Health care organizational structure and program components
  • Principles and practices of program administration including budget preparation and monitoring, including budgets involving grants, contracted services, and state and federal funding
  • Standard program evaluation methods and report writing procedures
  • Operational characteristics, services, and activities of assigned programs and functions
  • Professional nursing principles, procedures and techniques including extensive knowledge of California Board of Nursing Practice Act within the CA Business and Professional Code 
  • Administrative principles applicable to the organization and functions of the program area to which assigned
  • Clinical systems; research methods; and program planning and evaluation
  • Techniques of contract negotiations and monitoring.

  • Assign, develop and implement programs suited to the needs of the clients in specialized program areas
  • Coordinate assigned health care programs with other health care agencies
  • Perform the duties of all subordinate nursing staff as needed


For Mental Health Treatment Center locations: 

  • Ability to participate in an every 5-week rotation of providing 24/7 Executive Team On-call coverage for 7 days in a row
  • Ability to report to work site as needed for emergencies during your designated Executive Team member On-call week
  • Ensure the welfare and safety of staff and patients in a high-risk setting
  • Report Unusual Occurrences to Department of Healthcare Services (DHCS), our regulatory and licensing agency within the required timeframe
  • Develop and revise facility Policies and Procedures, including Infection Control Policies and Procedures
  • Provide leadership and oversight of biennial DHCS licensing audit
  • Respond to, participate in and provide leadership oversight during psychiatric and medical emergencies
Minimum Qualifications

Possession of a current valid Registered Nurse license issued by the State of California;

AND

Five (5) years of full-time paid experience as a Registered Nurse or Public Health Nurse. This experience must include three years of supervisory and/or management experience.

Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable.  Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Criminal History and Background Checks: The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies, and applicable federal and state laws.  The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate’s ability to perform the job duties of this class unless it is determined that mitigating circumstances exist.  For purposes of accessing criminal history information, the candidate will be fingerprinted.  A subsequent arrest notification may be obtained.

The County may also conduct a background check on the candidate prior to appointment to a position within this class.  The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history.  Information obtained in the course of this background check will be considered by the appointing authority in the selection process.   In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.


Driver License Requirement: A valid California Driver License, Class C or higher, may be required at the time of appointment.  Failure to obtain or maintain the appropriate California Driver License, or comply with state and federal requirements for utilization, may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.  Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Nursing License Requirement: In accordance with applicable federal and/or state regulations, incumbents in this class are required to possess and maintain a current valid license issued by the State of California as a Registered Nurse.  Failure to maintain the required license may constitute cause for personnel action in accordance with Civil Service rules.

Certification Requirement: A valid Basic Life Support (BLS) issued by the American Heart Association or Cardio-Pulmonary Resuscitation/Automated External Defibrillator (CPR/AED) for professional Rescuers (CPRO) issued by the American Red Cross is required at the time of appointment.

Child and Elder Abuse Reporting: Persons selected for employment must as a condition of employment sign a statement agreeing to comply with Section 11166 of the California Penal Code relating to child and elder abuse reporting.

Special Requirements: Some assignments in this class require incumbents to possess and maintain a current valid certification as a Public Health Nurse issued by the State of California.

Some assignments may require a Bachelor’s degree or higher in a related field, or certification based on their assignment.
NOTE: A higher degree in a related field may be considered in lieu of a bachelor’s degree.

Psychiatric Health Facilities such as the County’s Mental Health Treatment Center are licensed and regulated by the California Department of HealthCare Services, such regulations include staffing and personnel standards which may apply to some positions in this class and may supersede the above general qualifications.

Physical Requirements: Some positions in this class require the incumbents to be able to: 
  • Sit for extended periods; frequently stand and walk.
  • Normal manual dexterity and eye hand coordination; corrected hearing and vision to normal range; verbal communication.
  • Use of audio- visual equipment; use of office equipment including computers, telephones, calculators, copiers, and FAX.
  • Ability to quickly evade potentially aggressive and assaultive patients in a high-risk setting. 
  • Ability to assist in patient ambulation and restraint in which holding, reaching, grasping, bending and lifting of 30lbs or more may be required. 
  • Perform CPR in a medical emergency.

Working Conditions: Some positions in this class require the incumbents to:
  • Work weekends, holidays, and non-routine hours. 
     Work at the Mental Health Treatment Center is conducted in an acute care psychiatric Health facility working with individuals with chronic and persistent mental health issues.
  • Work is typically performed in an indoor office environment and controlled temperature conditions.  Tasks may involve extended periods of time at a keyboard or workstation. Position may require travel to and from other locations in a variety of outdoor weather conditions and lifting materials and supplies of moderate weight.
  • Work with individual with communicable illnesses

Probationary Period

The probationary period for this classification is twelve (12) months.

FORMULA RATE EXAMINATION (Weighted 100%)


All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.


This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.


All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
