Job Summary

We have need for a highly experienced Water Engineer/Technical Advisor to support the City of Richmond's Water Resources Office in providing senior-level technical guidance for stormwater permitting, site plan review, regulatory compliance, and engineering support. This person will serve as a subject matter expert, assisting City staff in the review of complex development projects, interpretation of regulatory requirements, and implementation of innovative and sustainable stormwater management solutions.

Responsibilities & Qualifications

Stormwater & Water Resources Engineering

• Extensive experience in stormwater management, hydraulic and hydrologic (H&H) analysis, and municipal drainage systems.
• Design and review of stormwater conveyance, detention, water quality treatment facilities, Green Infrastructure (GI), and Low Impact Development (LID).
• Knowledge of watershed management, climate resiliency, and sustainable water resources planning.

Regulatory & Permitting Expertise

• Thorough knowledge of Virginia Stormwater Management and Erosion & Sediment Control Regulations and their Stormwater Management Handbook.
• Experience with the City of Richmond Stormwater Management requirements and Design Manual.
• Working knowledge of Chesapeake Bay Preservation Act requirements, including Resource Protection Areas (RPA) and Resource Management Areas (RMA).
• Familiarity with MS4 permit compliance, Combined Sewer System (CSS) considerations, and municipal stormwater compliance programs.

Floodplain & Environmental Engineering

• Experience with FEMA floodplain regulations, floodplain modeling, LOMRs, CLOMRs, and No-Rise analyses.
• Knowledge of watershed analysis, stream and wetland permitting, restoration practices, and environmental compliance.

Hydraulic & Hydrologic Modeling

Proficiency with industry-standard modeling software, including:

• EPA SWMM
• HEC-RAS
• HEC-HMS
• HydroCAD
• TR-55 Methodology
• Bentley OpenFlows StormCAD (optional)

Engineering & GIS Software

Experience with:

• AutoCAD Civil 3D
• MicroStation
• Bentley OpenRoads Designer
• Autodesk InfraWorks
• Bluebeam Revu
• ArcGIS Pro, ArcGIS Desktop, ArcGIS Online, and ESRI Spatial Analyst

Professional Qualifications

• Professional Engineer (PE) license required (Virginia registration strongly preferred).
• 5-10 years of stormwater design experience
• Extensive experience reviewing complex land development and infrastructure projects.
• Strong technical writing, communication, and mentoring skills.
• Ability to provide technical leadership, regulatory interpretation, and quality assurance for permit and site plan reviews.

Preferred Experience

• Supporting Virginia local governments with stormwater permitting and development review.
• Evaluating innovative stormwater management technologies and resilient infrastructure solutions.
• Advising multidisciplinary teams on complex engineering and regulatory issues.
• Developing technical guidance, design standards, and process improvements that enhance consistency, regulatory compliance, and customer service.
