The King County Facilities Management Division Finance Division is looking to fill a career service Business and Finance Officer II position.

We are looking for:

BFO II for Capital - This position will be responsible for managing budget, financial, and accounting activities for the capital projects program for the Facilities Management Division (FMD). This position performs a wide variety of complex accounting, analytical, technical, and reporting duties including overseeing revenue collection and financial monitoring of capital projects, grant reporting, accounting, budgeting, and reporting of various capital funds. This position will work with construction contracts.

  • Process the transactions necessary to track and collect the revenues associated with the major maintenance capital fund . 
  • . Providerevenueanalysisandprojectionsformanagementtosupporton-goingoperationsand budget.
  • Reviewexpenditures,contracts,andprocessingyear-end transactions.
  • Prepare and present monthly andquarterlyfinancial reports, forecast,revenuestatusreportsandanyadhocreportsas required.
  • Provide data, analysis, and backup as needed for the biennial FMD budget development process and supplemental ordinance requests.
  • Track and implement adopted legislation.
  • Performotherbudgetmaintenanceactivitiessuchascostprojections,costsummariesandfiscal inquiries.
  • Analyze/prepareorevaluate/approve journalentries,inter-fundtransfers,budget revisions.
  • Troubleshoot, review and approve capital project invoices in project management side system Unifier and EBS financial system.
  • Prepare bond compliance report on bond funded projects.
  • Prepare MMR Capital fund project expenditure reports for management team, and project managers as needed.
  • Provide backup and cross-training for other capital funds ontheaccountingsystem,reports,forms,andtheaccounting structure.
  • Serve as Division’s coordinator and contact on all EBS & GL AME access requests.
  • Other duties and special projects asassigned. 
 
  •  Four (4) years of experience in accounting, advanced skills in budgeting, finance, managerial and financial accounting, analytical and management systems and working with financial information and financial and budgeting systems.
  • Knowledge and practical experience in the areas of Generally Accepted Accounting Principles (GAAP), operating and capital budgeting concepts and practices, government accounting and finance, contract administration and grants, revenue collection principles and practices and managing the financial aspects of a capital program.
  • Advanced level skill in Microsoft Word, Excel.
  • Skills in interpreting contract/agreement guidelines, mathematics, and statistics, assessing the financial impact of alternative decisions, quantitative analysis, problem solving and structuring financial models.
  • Skill in handling several projects or tasks simultaneously and understanding and following technical instructions.
  • Ability to communicate by expressing and conveying ideas effectively with peers and supervisors, including presenting data and detailed report writing,
  • Ability to work collaboratively with staff, peers, other County agencies and independently.
  • Organization, decision making and planning skills.
  • Time management skills
  • Project Management Skills; tracking and monitoring project activity.

    DESIRED QUALIFICATIONS:
  • Four-year degree in Accounting.
  •  Oracle EBS experience.
  • Capital project and fund management experience
  • Experience in a contracting, design, and construction environment
  • Public Sector Budgeting and Accounting Preferred
