Job Summary

The DeepSTIM Procurement Lead will lead sourcing and procurement for the Port Fourchon shorebase consolidation project and support the broader DeepSTIM project as required. The role combines strategic sourcing, construction procurement, contract management, supplier performance, and project execution in a complex, schedule-driven environment. This person will work closely with project management, engineering, operations, finance, legal, logistics, HSE, quality, shipyards, contractors, and equipment suppliers to secure the products and services needed to deliver the project safely, on time, within budget, and in compliance with SLB requirements. The ideal candidate brings strong sourcing experience, hands-on facilities or construction procurement experience, and preferably marine, shipyard, offshore, or vessel-conversion exposure.

Relationship

  • Reports directly to the DeepSTIM Supply Chain Project Manager
  • Works in close alignment with the Project technical team, NAO Procurement Manager and relevant Category Managers
  • Maintains active and collaborative relationships with DeepSTIM Project Manager; engineering and technical teams; Port Fourchon facilities team; Finance; Legal; HSE; Quality; Logistics; Procurement Service Center; accounts payable; and operational stakeholders
  • Interfaces with Engineering firms, construction contractors, shipyards, equipment manufacturers, service providers, inspectors, and other project suppliers

Direct Reports

No direct reports are expected. The role may coordinate sourcing specialists, buyers, expeditors, and contractor resources assigned to project work packages

Responsibilities

Sourcing

  • Own the sourcing plan for assigned construction, facilities, marine, equipment, and service work packages, aligned with project priorities, approved budgets, and required delivery dates.
  • Lead supplier market analysis, prequalification, RFIs, RFPs, tender clarifications, commercial evaluations, negotiation strategies, supplier recommendations, and award documentation
  • Develop competitive, limited-bid, or sole-source strategies based on supplier availability, technical requirements, schedule risk, and project value
  • Negotiate price, payment terms, delivery commitments, warranties, change mechanisms, liability positions, commercial exceptions, and other key terms with support from Legal and project stakeholders.
  • Identify and deliver cost savings, cost avoidance, schedule protection, and value-improvement opportunities without compromising safety, quality, or technical requirements

Facilities

  • Lead procurement support for the Port Fourchon shorebase consolidation, including construction contractors, civil works, utilities, buildings, site services, materials, equipment rental, and specialist subcontractors.
  • Partner with engineering and project teams to confirm that scopes of work, bills of material, bid packages, commercial schedules, milestones, and acceptance criteria are complete before tendering.
  • Evaluate contractor capacity, execution plans, labor strategy, subcontracting approach, safety performance, quality systems, schedule, and commercial risk.
  • Establish clear commercial controls for progress payments, milestone acceptance, allowances, reimbursable work, unit rates, variations, claims, and change orders.
  • Support site execution by resolving procurement and supplier issues that may affect construction sequencing, mobilization, materials availability, or completion.

DeepSTIM Project Support

  • Support sourcing and contract activities for vessel conversion, shipyard, marine engineering, electrical integration, equipment packages, and specialist marine services as assigned.
  • Coordinate with technical teams and suppliers, regulatory, documentation, inspection, testing, commissioning, and interface requirements that affect commercial commitments.
  • Understand the risks of limited supplier markets, proprietary equipment, long-lead materials, and complex technical interfaces, and build appropriate mitigation into sourcing and contracting plans.

Contract, Supplier, and Delivery Management

  • Coordinate contract development, internal reviews, approvals, execution, amendments, and commercial T&C in line with applicable SLB processes.
  • Maintain accurate sourcing and contracting records, approvals, bid evaluations, negotiation summaries, commitments, and status reporting in the required systems.
  • Monitor supplier performance against cost, schedule, quality, HSE, documentation, and delivery commitments; lead recovery plans and escalations when performance is off track.
  • Manage commercial aspects of changes, supplier claims, back-charges, credits, disputes, and contract deviations, ensuring decisions and approvals are documented.
  • Work with expediting, logistics, receiving, and payment teams to address purchase order, delivery, receipt, invoice, and payment issues.

Governance and Stakeholder Management

  • Promote compliance with SLB procurement standards, delegated authority, ethics, supplier due diligence, local requirements, and project controls.
  • Provide clear procurement updates, priorities, risks, decisions, and action plans to project leadership and cross-functional stakeholders.
  • Act as an escalation point for urgent supply, contractor, or commercial issues within the assigned scope.
  • Participate in supplier meetings, project reviews, site visits, contractor audits, and commercial risk reviews as needed.
  • Build collaborative working relationships while maintaining objective, fair, and commercially disciplined supplier interactions.

Required

  • Bachelor's degree in Supply Chain, Business, Engineering, Construction Management, or a related field, or equivalent relevant experience.
  • Significant experience in strategic sourcing, procurement, contracts, or commercial management for complex projects.
  • Demonstrated procurement experience supporting facilities construction, industrial construction, infrastructure, or major capital projects.
  • Experience leading end-to-end sourcing activities, including scope review, supplier identification, tendering, evaluation, negotiation, award, and contract administration.
  • Working knowledge of construction contracting concepts, including lump sum, unit rate, reimbursable, milestone-based, and change-order commercial models.
  • Ability to review commercial terms, identify risk, build negotiation positions, and work effectively with Legal, Finance, Engineering, Operations, HSE, and Quality.
  • Strong supplier management, stakeholder communication, problem-solving, planning, and negotiation skills.
  • Ability to manage multiple high-value work packages and competing priorities in a fast-moving project environment.
  • Proficiency with procurement and project tools such as enterprise sourcing platforms, ERP systems, Excel, and presentation/reporting tools.
  • Ability to travel to supplier, construction, shipyard, or project locations as required.

Preferred

  • Marine, shipyard, offshore, vessel conversion, naval engineering, or maritime supply-chain experience.
  • Experience sourcing construction contractors, electrical and mechanical systems, engineered equipment, fabrication, commissioning services, and long-lead materials.
  • Experience working with limited-bid or sole-source markets and technically complex supplier selections.
  • Experience with contractor prequalification, site-based procurement support, progress measurement, claims, and construction change management.
  • Experience working in a global, cross-functional environment with geographically dispersed stakeholders and suppliers.
