The State of Colorado Governor's Office of Information Technology (OIT) is seeking a Full Stack Principal Developer. In this role, you will lead technical design, application build and release processes, and cross-functional matrix engagement while ensuring accessibility, security, and high quality across all digital products. You will provide the vision and direction to take both the portfolio and team practices into the future. Participating in strategic discussions, you will serve as the voice of OIT strategies, shared services, and technologies. Operating at the enterprise level, the Principal Developer participates in OIT-wide technical strategic discussions, leads project and remediation teams as directed, and collaborates with CTO leadership to advise and consult with agency stakeholders and OIT Executive leaders.



Role Scope


This role has responsibilities across the full Software Development Life Cycle (SDLC)—from business requirements through operational support—with a primary focus on development activities. Beyond performing all responsibilities of a Senior Developer, the Principal Developer assists leadership in strategic planning, design, compliance, and governance. As applications reach the sunset stage, the Principal Developer also participates in planning efforts around replacement and modernization.



ESSENTIAL DUTIES:


Strategy & Application Design:

  • Consult with Solution Architects, Solution Engineers, and key stakeholders to design applications aligned with OIT strategies (e.g., Cloud First, Mobile First, Secure Colorado).

  • Determine the optimal approach for application code development to satisfy current customer requirements while anticipating future scalability and enhancement needs.

  • Ensure all development activities align with established service portfolio policies, procedures, standards, and guidelines.


Full Stack Development & Accessibility:

  • Develop applications in line with business requirements using Agile or Waterfall methodologies as needed.

  • Perform coding for in-house applications and configuration management for Commercial Off-The-Shelf (COTS) applications in accordance with standards and best practices.

  • Minimize software defects through disciplined unit testing.

  • Ensure compliance with digital accessibility regulations and requirements by building accessible digital products and partnering with colleagues to incorporate and prioritize accessibility features into content and resources.


Release Management & Quality Assurance:

  • Organize, build, and validate all segments of code related to specific builds (releases) for final User Acceptance Testing (UAT).

  • Coordinate update releases and system changes, contribute to break/fix solutions, and update technical documentation and configuration details throughout the application lifecycle.

  • Identify innovative methods to resolve development process issues to achieve efficient implementations that satisfy customer requirements.


Collaboration & Process Improvement:

  • Collaborate with Business Analysts, Customers, Project Managers, and cross-functional teams to assist in creating project estimates and timelines.

  • Identify and recommend changes to development policies, processes, templates, and standard operating procedures (SOPs) to improve overall delivery quality.


Leadership & Matrix Environment:

  • Collaborate across a matrix management environment with developers and OIT staff while adhering to organizational lines of authority and engagement protocols.

  • Manage staff assignments across a matrix supervisory environment.

  • Simultaneously handle multiple requests of varying complexity from within OIT.


A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis. 

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows: 


Minimum Qualifications:

  • Minimum of seven (7) years of experience as a software developer in progressively more complex assignments with experience managing requirements for software application development, service delivery, and customer satisfaction, or relevant experience in an IT applications/solutions delivery role.

  • Experience applying digital accessibility regulations and standards (e.g., WCAG 2.1) to business processes, content, tools, and/or documents, with the ability to provide specific examples of accessibility improvements made

Substitutions:


  • Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. 

  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications. 

  • If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.


Preferred Qualifications:

  • C# Expert.

  • C#.NET.  

  • ASP.NET.

  • OAuth and Entity Framework.

  • HTML, CSS, Javascript, JQuery.

  • NodeJS.

  • SQL Server and mySQL.

  • Agile and Agile Scrum methodologies.

  • Azure Devops: including building Pipelines, Branching Strategies.

  • End-to-end Automated testing.

  • Cloud Development (AWS) or Google Cloud (GCP), Docker.

  • Security tools, governance, vulnerability remediation. Tools such as VeraCode, Tanium, Tenable, Snyk.

  • Troubleshooting IIS Web Application Servers, setting up websites.

  • AI Coding Tools.



Conditions of Employment:

OIT employees must comply with any screening procedures in place at state agency locations where they might perform work. 

A pre-employment background check will be conducted as part of the selection process. Post-employment background checks will be required for specific agencies as business needs dictate, which may include a polygraph exam, fingerprint-based criminal history search, reference checks, and a drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed. 

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado. 


While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.  A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
