Description
Design, develop, implement and facilitate blended learning programs for organizational development; design, implement, and maintain web-based e-learning systems and perform a variety of duties relative to the assigned area of responsibility.

Bachelor's degree from an accredited college or university in organizational development and training, education, organizational learning and information technology (OLIT), industrial and organizational psychology, Business, or Human Resources; and
Four (4) years of organizational development and learning experience.
ADDITIONAL REQUIREMENTS:
Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
Environmental:
Office environment; exposure to computer screens; extended periods of standing while conducting classroom training.
Physical:
Essential and supplemental functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods and ability to lift up to 50 pounds.

ESSENTIAL FUNCTIONS: Essentialfunctions may include, but are not limited to the functions listed below. Mustbe able to perform the essential functions of the job with or without areasonable accommodation.
- Conduct organizational audits on existing learning programs and analyze learning needs; research, design and recommend learning strategies and programs.
- Design, implement, facilitate and monitor a variety of organizational-development programs and services; revise programs as needed.
- Analyze, determine, and recommend learning needs for all levels of City governments.
- Attend and participate in a variety of group meetings and functions; present new opportunities in learning and developmental programs.
- Prepare, coordinate, schedule, register and host training sessions; set up rooms to facilitate training; participate in training other staff members; track and maintain testing database and provide reports as needed.
- Analyze, design, implement, measure, and maintain on-line and classroom-based learning programs in a learning management system and learning content management system.
- Represent the Department to other departments, elected officials and outside agencies; provide learning development services to other departments, outside agencies and organizations.
- Develop and administer surveys and exams to assess training needs and effectiveness.
- Market available training opportunities for employees; respond to general inquiries regarding programs and services.
- Design and facilitate meetings concerning organizational problem solving at all levels of City government.
- Provide consulting services for strategic, tactical, and operational planning to all levels of City government.
- Develop and deploy project-based learning plans at all levels of City government.
- When assigned to any City department, coordinate all activities and curriculum developed with the Human Resource department's Employee Learning Center (ELC).
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of organization development and training.
- Perform related duties and responsibilities as required.
Bachelor's degree from an accredited college or university in organizational development and training, education, organizational learning and information technology (OLIT), industrial and organizational psychology, Business, or Human Resources; and
Four (4) years of organizational development and learning experience.
ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver's License or the ability to obtain by date of hire.Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
