The Opportunity:


CACI has an immediate opportunity for a Lead Logistics Functional Manager. The Lead Logistics Functional Manager shall have a background in logistics management, supply chain management, transportation management, or a related field, and relevant master-level operational and technical experience in transportation, traffic management, and logistics within the Defense Transportation System (DTS) framework. The Lead Logistics Functional Manager is responsible for serving as a designated Subject Matter Expert (SME) to lead system development, business process analysis, and cross-agency integration for the JTMS Implementation Contract. This position bridges the gap between complex DoD transportation policies and automated information system requirements, and requires the individual to be permanently assigned to the local commuting area of Scott AFB to facilitate frequent regular, in-person meetings, briefings, and collaborative sessions.

Responsibilities:

  • Serve as a designated Subject Matter Expert (SME) to lead the development, testing, fielding, and deployment of major DoD transportation systems, ensuring seamless integration with standard management systems across various military branches and agencies.

  • Conduct comprehensive business process analysis and cross agency integration for the JTMS Implementation Contract, bridging the gap between complex DoD transportation policies and automated information system requirements.

  • Manage information management processes, assess facts, conduct risk assessments, and advise higher-level management, on configuration and system requirements to support effective logistics and transportation operations.

  • Demonstrate comprehensive understanding of DoD logistics concepts, principles, and procedures, including deployment, distribution, and supply chain operations under both peacetime and wartime conditions, to inform strategic decision-making and operational excellence.

  • Ensure permanent assignment to the local commuting area of Scott AFB to facilitate frequent, regular, in-person meetings, briefings, and collaborative sessions with stakeholders, enhancing communication and coordination across agencies



Qualifications:

Required: 

  • Demonstrated comprehensive knowledge of DoD logistics concepts, principles, and procedures spanning the full range of deployment, distribution, and supply chain operations under both peacetime and wartime conditions.

  • Mastery knowledge of federal and military transportation regulations, including the Defense Transportation Regulation (DTR), 49 CFR, Military Freight Unified Rules Publication-1 (MFTURP-1), and U.S. and foreign customs regulations.

  • Demonstrated experience with DoD transportation programs supporting the movement of freight, including hazardous commodities, materials requiring special handling, In-Transit Visibility (ITV), and supply depot operations across four Lines of Business (CONUS, OCONUS, Airlift, Sealift).

  • Mastery knowledge of standard operating procedures, documentation, and coordination structures governing passenger movements within the DTS.

  • Demonstrated understanding of DoD organizational missions and objectives, including the relationship and support requirements between transportation programs and other functional areas (e.g., acquisition and logistics).

  • Proven experience applying subject matter expertise to the development, testing, fielding, and deployment of major DoD transportation systems, ensuring seamless interface and integration with standard management systems across the Army, Navy, Air Force, Marines, Defense Logistics Agency (DLA), USTRANSCOM, and other DoD agencies.

  • Demonstrated ability to manage information management processes, assess facts, conduct risk assessments, draw conclusions, and advise higher-level management on configuration and system requirements.

  • US citizen with an active Secret clearance.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$73,800-$155,100
