The U.S. Government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services.
POSITION SUMMARY:
The STRIDES Laboratory Information Management System Coordinator will support the development and nationwide rollout of the Integrated Laboratory Information Management System (ILIMS) under the Department of Health Office for Health Laboratories and will be deployed to the DOH-OHL on behalf of STRIDES. The role involves coordinating across technical teams, software developers, vendors, and laboratory stakeholders to drive implementation of the system's core modules while ensuring compliance with applicable health informatics and data privacy standards. Key responsibilities include monitoring project progress, facilitating testing and validation, supporting training and capacity-building, and preparing reports for OHL and donor partners. All work products and data generated under this engagement are the exclusive property of the DOH-OHL and must be handled in strict accordance with the Data Privacy Act of 2012.
This position also directly supports STRIDES Philippines by advancing STRIDES’s mandate to strengthen national laboratory systems, improve surveillance and data integration, and enhance outbreak preparedness. By embedding technical expertise within OHL, STRIDES ensures that ILIMS implementation aligns with broader Global Health Security objectives and donor commitments. Funding for this role is provided through STRIDES as part of its investment in sustainable laboratory information systems, recognizing that a functional ILIMS is critical to timely, reliable, and integrated public health decision-making across the country.
KEY RESPONSIBILITIES:
- Support the planning, coordination, and implementation of the Integrated Laboratory Information Management System (ILIMS) development, enhancement, and nationwide rollout in collaboration with the Knowledge Management and Information Technology Service (KMITS), the Office of Health Laboratories (OHL), and other relevant stakeholders.
- Coordinate the deployment and operationalization of ILIMS modules, including the Repository, Referral, Assessment, and Support components, to ensure alignment with national laboratory system requirements and implementation timelines.
- Serve as the liaison between OHL, KMITS, regional and national laboratories, software developers, and other stakeholders to facilitate effective communication, issue resolution, and system adoption.
- Coordinate activities to ensure interoperability between ILIMS and other national health information systems, in accordance with established data exchange standards, including HL7 FHIR, applicable laboratory standards, and the Data Privacy Act.
- Monitor implementation progress, track project milestones and deliverables, and support system validation, user acceptance testing, deployment, and post-implementation reviews.
- Facilitate pilot implementations, user consultations, and feedback mechanisms with national and subnational laboratories to support continuous system improvement and optimization.
- Support the development, implementation, and monitoring of data quality assurance processes to ensure the accuracy, completeness, timeliness, and reliability of laboratory information managed through ILIMS.
- Coordinate capacity-building activities, including user orientation, training, mentorship, and technical assistance for laboratory personnel and other system users.
- Assist in the development, review, and dissemination of operational guidelines, standard operating procedures, user manuals, and other documentation related to ILIMS implementation and use.
- Support system administration activities, including coordination of user access management, issue tracking, troubleshooting, and maintenance requests in collaboration with KMITS and designated technical service providers.
- Participate in requirements gathering, workflow analysis, and business process reviews to ensure that ILIMS functionality remains responsive to laboratory operational needs and national program priorities.
- Prepare technical updates, implementation reports, and presentations for OHL management, partner agencies, and project stakeholders to support informed decision-making and program oversight.
- Coordinate with regional health offices, public health laboratories, and other laboratory network partners to promote standardized use of ILIMS and strengthen national laboratory information management practices.
- Provide regular progress updates and technical reports to the STRIDES Project and OHL management on implementation status, challenges, risks, and recommended actions.
- Represent OHL and partner-supported initiatives in technical working groups, stakeholder consultations, coordination meetings, and other forums related to laboratory information systems and health information management.
- Perform other duties as assigned in support of OHL's laboratory systems strengthening and laboratory information management initiatives.
EDUCATION/REQUIRED JOB EXPERIENCE:
- Bachelor’s degree in information systems, Computer Science, Health Informatics, or relevant health science field.
- At least 1 year of progressive experience in managing software development or health informatics projects.
- Proven understanding of laboratory operations, health information systems, and data interoperability frameworks
- Knowledge of DOH Systems, HL7, or ISO 15189 standards is preferred.
- Strong coordination, leadership, and communication skills.
- Excellent analytical and organizational skills.
- Ability to work with multiple teams and stakeholders effectively.
- Capacity to deliver under tight timelines with minimal supervision.
The expected hiring salary range for this role is PHP 591,333 - 650,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
