Job Summary
The Director, Transmission Capital Controls (Director, Energy Services Asset Capital Performance and Controls) sets the strategic direction and business unit governance framework for capital project funding and monitoring across AEP Transmission. Serving as an advisor and technical authority, this role drives disciplined investment decisions, regulatory and policy alignment, reporting integrity, and business unit accountability for the multi-year capital portfolio.Transmission Capital Controls support three primary functions within the Finance space – the accounting and project selection guideline prior to work order authorization, review of projects for completeness including PLMP, corporate, and Transmission governance adherence, and the reporting and monitoring of authorized and un-authorized capital projects.
The Director of Transmission Capital Controls will interface with stakeholders in Transmission Planning, Project Management, Transmission Field Services and serve as a communication channel for project authorization to partners in FP&A. Additional stakeholders internal and external to the Transmission including Center of Excellence, Operations, and other teams are also engaged on an ad hoc basis for various strategic initiatives.
Job Description
What You'll Do:
Strategic Leadership
- TransCo Application and Preliminary Funding
- Oversee initial funding reviews to align project accounting with asset function.
- Apply RTO, FERC, and AEP accounting expertise to guide funding and accounting decisions.
- Ensure appropriate asset classification and recording to support accurate cost recovery.
- Guide the application and development of TransCo Project Selection Guidelines for eligible projects through review with stakeholders in regulatory, legal, and Transmission Planning
- Establish controls for complete and accurate project data in PeopleSoft before funding approval.
- Direct the resolution of complex project record, accounting, and funding issues in a collaborative manner.
Capital Authorization Process
- Provide governance, structure, and oversight on the preparation, analysis, and documentation of Improvement Requisitions (IRs) prior to funding authorization
- Oversee policies and procedures for capital authorization, monitoring, and closeout.
- Strengthen audit readiness through effective controls and policy compliance.
- Ensure timely funding and authorization of projects, blankets, and budget revisions.
- Guide capital offsets and confirm budget capacity and approvals before funding.
- Advise senior leadership on funding status, revision needs, risks, and actions.
- Equip Transmission teams to communicate funding and budget revisions effectively.
Reporting & Monitoring
- Oversee Transmission and Enterprise reporting strategy and integration.
- Provide Transmission project teams with visibility to CPP/CI Monitoring and health, blanket status and health, departmental and transaction reporting details, and other financial investigations
- Establish governance for timely, accurate reporting of project capital health.
- Lead the development and enhancement of dashboards, reports, and queries.
- Define performance measures for the timeliness and quality of capital authorizations.
- Direct analysis of trends, data quality, and risks to drive corrective action.
What We're Looking For:
Education
- Bachelor's degree in Finance, Accounting, Business Management, Engineering, Construction Management or related field of study.
Experience
- Ten years relevant experience to include five years in management role.
Additional Requirements
- This role demands frequent communication with lateral management, upper management, and executive leaders requiring strong skills in verbal, written, and presentation skills.
- Collaboration is a must to ensure successful partnerships and support with key customers.
- Strong financial analysis background and understanding of EPM, EcoSys, and other financial reporting elements is required to qualify and arrive at reasonable conclusions when using financial data.
- Some business travel is required (~10%).
